SUBJECT: Review of 2022 First Quarter STAR®Unit S02/CO2 CEMS Report

Dear Mr. Zarzar:
Thank you for the timely submittal of the subject report, dated April 20, 2022, and
received May 2, 2022. The report included an assessment of the continuous emissions
monitoring systems (CEMS) operating on Duke Energy's Cape Fear STAR® (Staged Turbulent
Air Reactor)Unit (ID No. ES-5) during the first quarter of 2022. The Division of Air Quality
(DAQ) has completed its review of the CEMS-related information in the report and has the
following comments:
1. A review of the sulfur dioxide (S02)/carbon dioxide (CO2) CEMS compliance report on the
ash beneficiation STAR®process pursuant to NCAC 2D .0516 - Sulfur Dioxide Emissions
from Combustion Sources and Air Permit No. 10583, Specific Condition 2.1.A.2 indicated
that there were no exceedances of the S02 emission limit (2.3 pounds per million Btu; 3-hour
rolling average).
2. Also, a review was conducted for compliance with good operation and maintenance (O&M)
practices pursuant to NCAC 2D .0605 and General Condition 3.10. Unless otherwise
specified in regulation, DAQ considers sources to have operated with proper O&M if percent
excess emissions (%EE) and percent monitor downtime (%MD) are less than the target
criteria of 6% for any single quarter and less than 3% for two consecutive quarters. Since the
report indicated%EE was 0.00% and%MD was 0.24%, the STAR®Unit along with its
associated air pollution control equipment appears to have been operated in a manner
consistent with proper O&M practices for minimizing emissions.
3. The report also included monthly S02 emissions CEMS data for the Unit's first fifteen (15)
months of operation. Eventually, the facility will accumulate S02 emissions CEMS data for
17 months that will be used to calculate each 12-month period over the previous 17 months
as required by Specific Condition 2.1.A.2.9.

4. Finally, consistent with the facility's Quality Assurance Plan, which was developed pursuant
to NCAC 02D .0613 - Quality Assurance Program and Specific Condition 2.1.A.2.d, an
annual relative accuracy test audit(RATA) was submitted. The RATA was performed by
Grace Consulting, Inc. on February 2, 2022, and reviewed for compliance with 40 CFR
Part 60, Appendix B, Performance Specification 2 (PS2) -Specifications and Test
Procedures for SOz and NOx Continuous Emission Monitoring Systems in Stationary
Sources. Results from the annual RATA appear to have met the requirements of PS2 and are
therefore acceptable.
