SUPPORTING DOCUMENTATION AND CALCULATIONS
This facility manufactures finished lumber from green pine logs. The process utilizes
four wood-fired boilers, plus six steam-heated kilns, and one planer mill. The facility
also includes a small emergency generator. The planer mill is equipped with a closed-
loop cyclone and bag filter in series to control particulate emissions.
Wood-Fired Boilers
This facility has four wood-fired boilers, B-1, B-2, B-3 and B-4. The oldest boiler B-1 is
equipped with a single multicyclone; whereas, boilers B-2 and B-3 are equipped with two
multicyclones in series. The first three boilers were stack tested for particulate emissions
during November and December 2000. The results have been certified by the state and
are used in previous air emissions inventories. The filterable PM emission factors are
0.237, 0.203, and 0.161 lb/MMBtu for boilers B-1, B-2 and B-3, respectively. This data
is the most-current data for B-1. Boiler B-2 and B-3 were tested in October 2013 and the
data has been certified by the state. Therefore, this new data will be used for this air
emissions inventory. The filterable PM emission factors are 0.23 and 0.18lb/MMBtu for
boiler B-2 and B-3.
A new wood-fired boiler B-4 was constructed during the last half of 2007 and began op-
eration in December 2007. It is a 57.6 X 106 Btu/hr Hurst hybrid boiler with primary and
secondary multicyclones and an electrostatic precipitator in series to control particulate
emissions; fly ash from the multicyclones is reinjected. A stack test for particulate emis-
sions was successfully completed on May 9, 2008. The filterable PM emission factor
from the test is 0.007 lb/MMBtu. More recent testing was completed in October 2013.
The filterable PM emission factor for B-4 is 0.00009 lb/MMBtu from the 2013 test. This
factor will be used for the current emissions inventory.
The total wood saw dust consumed during 2013 in the boilers was 83,173 tons and this
was apportioned among the boilers as follows: 0 tons in B-1, 18,886 tons in B-2, 14,803
tons in B-3 and 49,485 tons in B-4.
Emissions of PM, PMto, and PM2.5 are estimated using the approach taken in NCDENR
Woodwaste Combustion Emissions Calculator Revision I 2/1/2010, based on the above-
referenced stack test results for filterable particulate matter. Emissions of NOx, SO2 and
VOC are also estimated using the same factors and approach as the NCDENR Wood-
waste Combustion Emissions Calculator Revision I 2/1/2010. These results are shown in
the Appendix.
The carbon monoxide emissions for B 1 is based on actual stack test data furnished to
NCDENR in earlier correspondence instead of the estimates from the Woodwaste Com-
bustion Emissions Calculator'. Boiler B-2, B-3 and B-4 were tested for carbon monoxide

Emissions of Greenhouse Gas pollutants are based upon factors in EPA AP-42. All other
estimates of emissions (HAPs/TAPs) are based upon the NCASI Technical Bulletin 858,
with the exception of hydrochloric acid (HCl) and mercury (Hg) emissions. The HCl and
Hg emissions estimates for boilers B-2, B-3 and B-4 are based on the October 2013 stack
test data. Use of the NCASI data is consistent with recent permitting activities for the
facility. Copies of the spreadsheets for each boiler are attached in the Appendix.
Emergency Generator Emissions
The emergency generator is only run during power outages and for periodic maintenance
checks. Total operations are minimal. Emissions were estimated using the emission fac-
tors and basic approach found in the NC DENR LPG Combustion Emissions Calculator—
Revision D.
Woodworking Emissions
The woodworking processes involve incoming green pine logs that first undergo a de-
barking and then rough sawing. The scrap is chipped, mechanically collected and sold
off-site. Saw dust is collected mechanically and burned in the facility's boilers. The only
calculated emissions for this part of the process are fugitive emissions from the debarker.
The emission factors for debarking are taken from the USEPA FIRE database for
30700801 and are 0.02 lb PM/ton logs processed and 0.011 lb PM10/ton logs processed.
During 2013, 501,823 tons of green southern pine logs were processed; therefore the de-
barker emissions are the following:
PM =0.02 lb PM/ton logs X 501,823 ton logs X 1 ton/2,000 lb =5.02 ton
PMIo =0.011 lb PMIo/ton logs X 501,823 ton logs X 1 ton/2,000 lb=2.76 ton
The green lumber is then dried in the facility's six steam-heated kilns. This facility dried
130,285,083 bd-ft of rough pine lumber during 2013. Emissions of PM, VOCs (as pi-
nene), formaldehyde, methanol, phenol, acetaldehyde, and acrolein are based upon the
latest emission factors from NCASI Technical Bulletin 845, and are consistent with the
NCDENR Wood Kiln Emissions Calculator Revision C July 2007. NCASI Technical
Bulletin 845 also includes emission factors for MIBK, propionaldehyde, toluene and xy-

lene. These additional pollutants have been included in our calculations. Copies of the
spreadsheet output are in the Appendix.
Further processing of the wood involves planing the dried lumber. During 2013, 25,375
tons of planer mill shavings were produced. These data were entered into NCDENR's
"Woodworking Emissions Calculator Revision C JULY 2007" spreadsheet. There is a
closed-loop cyclone and bag filter installed on the planing operation. The total efficiency
of particulate removal from the planing operation is estimated to be 99.9% which is typi-
cal for a bag filter. Collected wood shavings are sold off-site. Actual PM emissions from
the planer mill operation during 2013 were 0.66 tons.
