I. DIRECTIONS
From FRO,take Green St. and at the roundabout continue onto Gillespie St., continue for 1.3 miles
and merge onto NC 87 N and continue for 0.21 miles and take the exit for US 401 south and continue
37 miles towards Wagram;just outside of Wagram take a right onto NC144 and drive 12 miles
through Laurel Hill. Just past Laurel Hill,take US74 west—36 miles into Anson County. Less than 1
mile into Anson County,turn south(left) onto NC 145. After 0.3 miles,turn left onto County Road
1842 at the Boggs Paving sign; it later becomes Pee Dee Road. The plant is on left just past the
railroad tracks.
II. SAFETY
All standard FRO safety gear is required. Be aware of the various trucks, loading equipment,
overhead conveyors, and hot equipment surfaces used in production around the facility.
III. FACILITY/PROCESS DESCRIPTION
The facility consists of a 3 85 ton per hour portable continuous drum type hot mix asphalt plant. The
facility is permitted to combust natural gas,No. 2 and No. 4 fuel oil,and recycled No. 2 and No. 4
fuel oil,with a maximum heat input rate of 120 mmBtu/hr. The facility is also permitted to use
asbestos-free post-consumer recycled asphalt shingles(PRAS), and has a screening/conveying
operation for recycled asphalt pavement(RAP).

V. INSPECTION SUMMARY
On 28 March 2022,I,Mike Turner, of the Fayetteville Regional Office of DAQ, spoke with Mr. Tim
Melton,Asphalt Plant Manager for Boggs Materials,Inc.,and confirmed the facility did operate in 2021 and
there are no plans for it to operate in the near future.I drove by this facility on 25 May 2022 and confirmed
there is no equipment on site.
VI. 112r APPLICABILITY
This facility does not store any of the listed chemicals above the threshold quantities, and therefore is not
required to maintain a written Risk Management Plan(RMP).
VII. NON-COMPLIANCE HISTORY SINCE 2010
17 February 2017—NOD for late reporting.
25 February 2014—NOD for late reporting.
VIII. CONCLUSIONS AND RECOMMENDATIONS
Boggs Materials,Inc. -Pee Dee Asphalt Plant appeared to be operating IN COMPLIANCE with their
current air permit as the facility was not operating at the time of the inspection on 25 May 2022.
