Wilson, Wilson County, North Carolina Air Permit No. 03713T39 Facility ID No. 9800155 Dear Mr. Taylor: On February 23, 2021, the Raleigh Regional Office received an Annual Compliance Certification (ACC) for calendar year 2020 from your facility in Wilson, North Carolina. Upon review of the ACC, two deviations were noted. First, flue raking operations were not summarized in the report for the fourth quarter of calendar year 2020. These operations are subject to 40 CFR Part 60, Subpart CC "Standards of Performance for Glass Manufacturing Plants" referenced by 15A North Carolina Administrative Code (NCAC) 02D .0524 "New Source Perfortnance Standards (NSPS)." These requirements are also found in Section 2. l(A)(3)(k)(i) of Air Quality Permit No. 037 l 3T39, which states: Reporting [15A NCAC 02Q .0508(!)] k. On a quarterly basis, the Permittee shall: i. Submit a report containing Percent Excess Emissions, Percent COlvls Downtime, and Furnace Operating Time, as defined in Section 2.1 A.3j above and the date, time and duration of the performance of flue raking operations. Second, the facility is required to submit notifications concerning the Glass Furnace Melter significant modification project to the Division of Air Quality as required by 15A NCAC 02Q .0504 "Option for Obtaining Construction and Operation Permit." The Permittee shall notify the Regional Office in writing of the date of commencing operation of the melter oftheji,rnace (ID No. GF-1) after the modifications described in application no. 9800155.20A, postmarked no later than 30 days after such date. According to the ACC, the notification of start-up of the cooling fan in Shop 284 was submitted on December 1, 2020, which was after the 30-day reporting requirement. The actual start-up occurred on September 29, 2020. The int~nt of this letter is to remind you of the specific reporting requirements outlined in your air permit. Please submit the details of the 4th quarter 2020 flue raking operations including the date, time, and duration to this office by May 14, 2021, along with a written response describing actions taken by your company to ensure future compliance with your air permit reporting requirements. This office also recommends that you or a designated company representative review your air permit to ensure that you understand all the specific and general permit conditions. Please note the monitoring, record keeping, and reporting requirements, and make the necessary provisions to ensure that these requirements are met vyithin the specified time frames. Any future rep01iing omissions or late submittal of reports may be considered a violation of your air pe1mit. Any violation of air quality regulations is subject to the assessment of civil penalties as per North Carolina General Statute 143-215. l 14A. As an additional reminder, this Notice of Deficiency must be referenced in your facility's annual compliance certification (ACC), in accordance with Section 3, General Condition P of your Title V permit. Your 2021 ACC is due by March 1, 2022. Your cooperation in this matter is appreciated.
