Dear Mr. Greiner:
The results of the subject EPA Method 7E and Method IO Nitrogen Oxides (NOx) and Carbon
Monoxide (CO) emissions testing have been reviewed by the Division of Air Quality's Stationary
Source Compliance Branch (SSCB). The emissions test demonstrates compliance with the applicable
regulations.
ES-15301 & ES-15303 are natural gas-fired four-stroke rich bum (4SRB) non-emergency
reciprocating engine/compressors. ES-l 53G I is a natural gas-fired 4SRB emergency reciprocating
engine/generator. 15A 2Q .0317 Avoidance Conditions for I SA CAC 20 .0530 Prevention of
Significant Deterioration applies to all three engines. Pem1it condition 2.1.A.5.b states the emission
limits for NOx and CO as< 250 tons, respectively and requires NOx and CO emissions testing to
establish emission factors to be used for demonstrating compliance with the PSD avoidance
conditions. The test results are acceptable to establish emission factors for 15A CAC 2Q .031 7.

Facility ID 660007 4, Permit No. 09186T04, Tracking No. 2021-087ST
Alliance Source Testing performed EPA Methods 7E and 10 to measure NOx and CO emissions
from ES-15301, ES-15303, and ES-1 53G1. The stack gas volumetric flow rates were determined
by EPA Method 19. The NOx and CO emissions test results demonstrate compliance with the
applicable limits as discussed below.
ES-15301 and ES-15303 are permit listed as existing area source located natural gas-fired,
White-Superior 6G-825, four-stroke rich burn (4SRB) nonemergency reciprocating
engine/compressors (467 horsepower or 3.625 million Btu per hour, each). ES-153G1 is permit
listed as an area source located natural gas-fired, Waukesha VSG11GSI, 4SRB emergency
reciprocating engine/generator (250 hp, 150 kW).
15A NCAC 2Q .0317 Avoidance Conditions for 15A NCAC 2D .0530 Prevention of Significant
Deterioration applies to ES-15301 through ES-15303 and ES-153G1. Permit Condition 2.1.A.5 lists
the 15A NCAC 2Q .0317 PSD avoidance limits for NOx and CO emissions from sources ES-15301
through ES-15303 and ES-153G1 as< 250 tons NOx per 12-month period and< 250 tons CO per
12-month period. Permit Condition 2.1.A.5.b requires NOx and CO emissions testing to establish
emission factors to be used for demonstrating compliance with the PSD avoidance condition. The
tabulated test results are acceptable to establish emissions factor for 15A NCAC 2Q .0317.
