Wooten Corporation Benson Benson, Johnston County, North Carolina Facility ID: 5100199; Permit No.: 09848R04 Performed: June 2, 2021 Equipment tested: Asphalt Plant ES-1 Tracking No. 2021-052ST Dear Mr. Garganus: The Stationary Source Compliance Branch of the North Carolina Division of Air Quality has reviewed the results of the EPA Method 5/202 test for total particulate matter (PM) and the EPA Method 9 test for visible emissions from asphalt plant ES-1. After review, the test results were found to be acceptable and demonstrated that ES-1 was in compliance with the applicable emissions standards during the test period. Emissions source ES-1 is a drum mix asphalt plant with emissions control by CD1 inertial separator in series with CD2 baghouse. ES-1 is subject to 40 CFR 60 Subpart I Standards of Performance for Hot Mix Asphalt Facilities which limits filterable PM to 90 milligrams per standard cubic meter (mg/dscm) and VE to 20% opacity. 15A NCAC 2D .0506 Particulates from Hot Mix Asphalt Plants also applies and limits total PM based on actual process rates. The reported process rate during testing was 200 tons per hour; the maximum permitted capacity is 400 tons per hour. The allowable total PM limit at the tested process rate is 50.2 pounds per hour. During the testing the emissions for filterable PM was 2.4 mg/dscm; VE was 0%; total PM was 1.31 pounds per hour. Compliance was demonstrated for process rates up to approximately 220 tons per hour; additional testing may be required for higher operating rates in the future.
