OUAt.n Y February 4, 2020 Adil Attlassy Chief Technology Officer Compass Datacenters 99 TW Alexander Drive Durham, NC 27709 SUBJECT: Air Permitting Applicability Determination for Emergency Generators Compass Datacenters -Durham Facility 99 TW Alexander Drive, Durham, NC, Durham County Applicability Determination Application No. 3502 Dear Adil Attlassy: Dil'ector This letter is written in response to your letter received December 4, 2019, requesting confirmation that the addition of six Tier 2 diesel-fired 2 MW emergency generators (de-rated to 1.825 MW) and six diesel fuel storage belly tanks under each tank to be installed at the Subject facility in addition to two existing Tier 2 diesel-fired 2 MW emergency generators (de-rated to 1.825 MW) and two diesel fuel storage belly tanks under each tank remains exempt from air permitting requirements. If the only permitted sources at the facility are generators, then the facility remains exempt from air permitting requirements under rule 15A NCAC 2Q .0903 since the actual emissions will not exceed 100 tons of any one crlleria pollutant, 10 tons of any hazardous air pollutant (HAP), and 25 tons combined of all HAP emissions. Please be aware that exemption from air permitting requirements does not exempt this facility from any Air Quality Regulations. Also, there may be other state, federal, or local regulations applicable to the operations. Raleigh Regional Office NCDEQ Division of Air Quality (DAQ) 3800 Barrett Drive Raleigh, NC 27609 Re: Request for Facility Exempt from Permitting per 15A NCAC 02Q .0903 Compass Datacenters -Durham Facility Durham, Durham County, NC Dear Mr. Stewart, DEC -4 2019 R.n/cigh n n.cg1011aJ Office Compass Datacenters (CDC) operates a datacenter at 99 TW Alexander Drive, in Durham, North Carolina (the NC Datacenter). The NC Datacenter will be Tier Ill datacenter certified by the Uptime Institute, which requires that the datacenter maintain no more than 1.6 hours of downtime per year as well as N+ 1 redundancy providing at least 72 hour power outage protection. These standards require that CDC maintain a certain level of electric power from emergency generators in case of any power outage. Please note that the term "generators" and "engines" are used interchangeably in this letter. At this time, CDC is proposing to construct, operate, and maintain the following equipment: > Six (6) Tier 2 Diesel Fired 2 MW Emergency Generators de-rated by the manufacturer to 1.825MW; and > Six (6) Diesel Fuel Storage Belly Tanks-under of each engine. There are currently the following equipment onsite which were installed in 2012: > Two (2) Tier 2 Diesel Fired 2 MW Emergency Generators de-rated by the manufacturer to 1.825MW; and > Two (2) Diesel Fuel Storage Belly Tanks-under of each engine. CDC is proposing to operate each generator for a maximum of 60 hours per year for the purposes of maintenance checks, readiness testing, and non-emergency operations. Per DAQ guidance, 500 hours per year maximum operation was used to estimate facility wide estimated emissions. Based on the proposed non-fugitive site-wide emissions contained in Attachment 1, the emergency generators being included in this project will not exceed permitting thresholds, thus allowing CDC to be exempt from permitting. Per lSA NCAC 2 Q .0901 facilities that are defined under this Section are exempt from requirements of 15A NCAC 02Q .0300 -Construction and Operating Permits. Per 15A NCAC 2 Q .0903 -Emergency Generators and Station Reciprocating Internal Combustion Engines are exempted if they meet the following: ~ COMPASS~ dalacenlers "emergency generators and stationary reciprocating internal combustion engines at a facility whose only sources that would require a permit are emergency generators and stationary reciprocating internal combustion engines whose facility-wide actual emissions are less than 100 tons per calendar year of any regulated pollutant, 10 tons per calendar year of any hazardous air pollutant, or 25 tons per calendar year of any combination of hazardous air pollutants" The only sources at the site are the eight emergency generators and associated belly tanks as shown in Attachment 1. The emission of each pollutant are less than 100 tons per calendar year of any regulated pollutant, 10 tons per calendar year of any HAP, and 25 tons per calendar year of any combination of HAP. CDC requests per 15A NCDC 2Q .0111 a written response from the DAQ concurring with the permit exemption request as outlined above in this letter.
