Dear Mr. Atack:
The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for
the proposed nitrogen oxides (NOX) and carbon monoxide(CO) emissions testing of boilers EU60 and
EU63. The proposed emissions testing is approved for demonstrating compliance with the applicable
regulations as discussed below.
Emission sources EU60 and EU63 are identical natural gas/No. 2 fuel oil-fired boilers equipped with low
NOX burners and rated at 99 million Btu per hour(mmBtu/hr)maximum heat input rate. 15A NCAC 2Q
.0317 Avoidance Conditions applies to avoid applicability of 15A NCAC 2D .0530 Prevention of
Significant Deterioration. Permit condition 2.1.L.5.a specifies a limit for NOX of 40 tons per consecutive
12-month period(TPY)and a limit for CO of 100 TPY.
Alliance is proposing EPA Method 7E for NO,,and EPA Method 10 for CO emissions. The proposed
emissions methods and testing is approved for demonstrating compliance with the applicable regulations.
Approval of the testing does not exempt the tester from the minimum requirements of the test methods.
