Dear Mr. Maloney:
All Title V facilities, and others receiving this notice, are required to provide a point source air emissions
inventory, quantifying actual air pollutant emissions for calendar year(CY)2021, under the authority of
Title 15A NCAC 2Q.0207 and 2D.0202, and as a condition of the operating permit. Your facility data will
be available in Air Emissions Reporting Online(AERO)on February 14,2022. You must complete and
submit the report even if. 1)your facility has been modified recently such that the permit classification has
changed, 2)you anticipate such changes, or 3)your facility did not operate in CY 2021.
Please note that reporting of estimates of greenhouse gases to NC Division of Air Quality(DAQ)for CY
2021 is voluntary. Carbon dioxide,methane, and other greenhouse gases are included in the DAQ pollutant

list. Guidance on estimating these emissions can be found on NC DAQ's webpage,
https:Hdeq.nc.gov/media/7502/download.
The DAQ's Internet-based reporting tool,AERO, may be accessed at https:Hxapps.ncdenr.org/ag/aero/.
AERO may also be accessed on the DAQ webpage by scrolling down the page to the AERO quicklink or
selecting the "Emissions Inventory" Program link. You will need to use your unique User Id: and PIN:
when you logon to HERO. This process protects the information so that only you or your authorized
representative (and assigned DAQ star may access,view, and update the information. It is your
responsibility to control the use of this unique PIN. We continue to make improvements to the system as
resources allow and encourage you to continue to give us ideas and suggestions to make this process more
efficient. Beginning with CY2020,the emission estimation code list has been expanded to be consistent
with US EPA's emission estimation code list. Please update these codes where appropriate. The US EPA
has made significant changes to how controls are reported to their emission inventory system. Please
consult your regional office representtative when making changes to control systems.

You may make updates to your data from the previous year and submit the data online through AERO.
If there are significant changes in emission values, it would be helpful to the DAQ reviewer if you would
include comments noting the reason(s)for the differences. Prior to adding emission sources through
AERO, it may be beneficial to contact the appropriate regional office to discuss the necessity of including
these sources. You are reminded that the CY 2020 emissions data for sources included in the Insignificant
Activities list attached to your permit can be carried forward to CY 2021 if no significant emission changes
have occurred. Pre-filled, site-specific forms for your facility are also available to print from AERO, but
we highly encourage use of the online capabilities for data submittal. If you do not have access to a
computer or to the Internet, please contact Stephen Allen of the DAQ Fayetteville Regional Office at
910-433-3300 to request assistance.
When updating online,you must complete the "submit" process in AERO, and provide a paper
Certification Form with the submittal date and time stamp at the top of the form(signed by the legally
responsible official in blue ink) along with the supporting documentation and emission calculations to the
appropriate regional office. The facility is responsible for ensuring that the AERO (electronic) submittal is
completed and that all forms and supporting documentation are mailed(postmarked)by June 30,2022 to
the address below.
If you choose to submit via paper forms,you must submit one complete originalpacket including an
Emission Source/Operating Scenario form for each emission source or emission source group, a sib
Certification form, supporting documentation and emission calculations; postmarked no later than June 30,
2022 to:

Incomplete submittals will not be accepted. Extensions are not normally granted. Facsimiles(faxes)
or e-mails will not be accepted as an original submittal. Sources failing to comply by the stated deadline
may be subject to enforcement action. If submitting paper forms or the certification form that includes the
submittal date and time stamp with supporting documentation and calculations via US mail or a private
carrier,we strongly urge that you use certified or tracked mail, so you have a record should there be any
question or dispute regarding its timely receipt.
