Synthetic Minor 0 YES BNO Initial Review Data Entry M/Enter date received into ED. Date Received: 7 -2 d"Assigned to appropriate individual. Date Assigned: P Date Due: 0 Paper copy submitted: One copy received with supporting documentation, certification form signed by responsible official, and appears generally complete;OR V/Electronic copy submitted: All supporting documentation and certification form(with time/date stamp)signed by responsible official has been received. Comments: Inventory 03//All forms and supporting documentation appear to be complete if paper submission(check ED OS data if electronic). Contact, address, phone number changes entered into I-Beam/Facilities if necessary. All known operating scenarios, control devices, and emission release points have been entered for each emission source(permitted, insignificant, and unpermitted)or note that the emission source was not operated or not required to report. 0, Check if SCC codes for each OS are accurate and update if needed. Evaluate"U"sources for significance and address according to policy. Calculations/forms appear to add up correctly. All compliance issues are being addressed(e.g.Toxics limits, above TV thresholds, large emissions increase/de crease, installation without a permit). M/, All volatile HAPs/TAPs were included in the VOC total. Calculations and control efficiencies appear correct. Emission factors are the best available and most current factors appropriate for the reporting facility(e.g.stack testing,AP-42,etc.). M//Review facility comments and address any issues. Update ED(Data Entry Main)if additional information is required(corrections due date and date received). Check all ED QA/QC reports. Comparison with previous emission inventory must be made and outliers(> 10%)must be investigated and explained. Eye exposure may cause mild irritation of the eyelids and conjunctiva due to mechanical effect. Skin: Skin Irritation. Exposure of powder or fine particulates to skin may cause slight redness, irritation due to mechanical effect. Inhalation (Breathing): Respiratory System Effects: Inhalation of powders or fine particulates may cause respiratory tract irritation, cough. Ingestion (Swallowing): No known effects. Other Health Effects: Occupational asthma has been reported. Delayed Symptoms/Effects: - Inhalation of high levels of respirable PVC particles has been associated with pulmonary fibrosis, a PVC pneumoconiosis, in several studies. Laboratory findings included small opacities on chest x-ray and impairment of lung function(restriction or reversible airway obstruction) -Occupational asthma has been reported - Respirable particles are less than 10 microns in size. Particles associated with suspension polymerization are typically greater than 10 microns in size v, Protection of First-Aiders: Do not breathe dust.Avoid contact with skin and eyes. Issues with the factors from these sources came up during the previous review, but we had the exact opposite stance then...see the attached emails. The first one shows my initial question as item#3.The next is attached since it shows the document forwarded to me and the last email shows my response/logic in accepting their factors and tossing out the stack testing. So, do you still think we should use the stack testing? And if so, I think the factors definitely need to be adjusted for the heat mixer(which were extremely low comparted to the cool mixer)and I would also want to know how you arrived at the factor for the cool mixer. If you think we should base emissions on the factors attached to the second email or some other factor, let me know and provide updated emissions calculations.
