Facility did not account for the condensible portion of particulate matter(PM)for Kiln 3 DLA and so this was corrected to include both filterable and condensible particulate matter. The benefit of the DLA is more suited for the control of HF and HCL than it is fc PM. This would explain the much lower emission of HF and HCL in 2017 vs the other years when they were operating in an uncontrolled condition with much higher emissions of HF and HCL. The facility made no distinction between TSP,PM-10,and PM-2.5 emissions so all three will have the same value for 2017. The actual emission inventories were submitted using NCDAQ's AERO system. In addition, we are submitting supporting emission calculations for the facility. Annual emissions were estimated using emission factors developed during a United States Environmental Protection Agency/Brick Association of North Carolina sponsored source test at our Merry Oaks facility, emission factors contained in the AP-42 Section 11.3 "Brick and Related Clay Products," and factors from the NC DEQ emission estimation spreadsheet for natural gas and fuel oil combustion. In addition, hydrogen fluoride, hydrogen chloride, and particulate emissions are based on site-specific source testing. Greenhouse gas emissions are not included since it is not mandatory and more importantly, emission factors from brick plants are not readily available for these pollutants.
