DAO's Comments Regarding Inventory
During this facility's 2016 annual compliance inspection,it was discovered that the facility was not operating the DLA at the time of
the inspection. Information was requested and obtained from the facility indicating that the operating hours for the DLA for 2014
and 2015 was 1,440 hours,while Kiln 3 operating hours for the same period was 8,640 and 8,568 hours,respectively. The emission;
of BF,total fluorides,and HCl have been corrected to account for this fact and explains the percent difference for the emissions
inventory for 2015. The arsenic metal(7440-38-2)emission,in 2014 was 0.01 pounds and in 2015 it was 0.03 pounds which accoun
for the 281 percent increase. The percent change in chromium(VI)was also an example of a change in a small number(0.01 in 201
and a value of 0.033 pounds in 2015 resulting in an increase of f 87 percent with a deminimus value of 0.01 pounds.

Dear Sirs:
Enclosed please find the 2015 Emission Inventory Certification Forms for Triangle Brick
Company's Merry Oaks,North Carolina facility. The actual emission inventories were submitted
using NCDAQ's AERO system. In addition we are submitting supporting emission calculations
for the facility.
Annual emissions were estimated using emission factors developed during a United States
Environmental Protection Agency/Brick Association of North Carolina sponsored source test at
our Merry Oaks facility, emission factors contained the AP-42 Section 11.3 "Brick and Related
Clay Products," and AP-42 fuel combustion emission factors. In addition, hydrogen fluoride,
hydrogen chloride, and PM emissions are based on site specific source testing. Greenhouse gas
emissions are not included since it is not mandatory and more importantly emission factors from
brick plants are not readily available for these pollutants. Emissions of these pollutants will be
included when required.

Mr.Williams,
I understand that you requested information on the number of hours that the DLA was operated at our Merry Oaks
facility. Since Ricky Merritt is on vacation this week, I wanted to provide a response to your request The operating
hours of the DLA at Merry Oaks are listed below by year:
2012 the DLA ran for 365 Days at 24 hours for a Total of 8,760 hours.
2013 the DLA ran for 233 Days at 24 hours for a Total of 5,592 hours.
2014 the DLA ran for 60 Days at 24 hours for a Total of 1,440 hours.
2015 the DLA ran for 60 Days at 24 hours for a Total of 1,440 hours.
Note that under the permit that was in effect during 2012 through August 21,2013 (06987T09), HCI and HF.emissions
from Kilns 1,2 and 3 combined were limited to 115.44 lb/hr and 41.21 Ib/hr, respectively. Until August 21, 2016,the
limits in the current permit(06987T10)are the same as in the previous permit(T09). Uncontrolled emission from Kilns
1, 2 and 3 are presented below.

As shown in the table,operation of the DLA is not required to meet the prevailing emission limitations. Therefore,the
number of hours that the DLA was operated should not play a role in the determination of continuous compliance with
our permit. We have been operating our DLA intermittently to assure its proper maintenance so that we can to
continue to comply with our permit as we transition into our 112(j) limits in August.
