—/ Inventory Review
Mr All forms and supporting documentation appear to be complete if paper submission(check ED OS data if electronic).
WO'Contact, address, phone number changes entered into I-Beam/Facilities if necessary.
200'All known operating scenarios, control devices, and emission release points have been entered for each emission source(permitted,
insignificant, and unpermitted)or note that the emission source was not operated or not required to report.
Fheck if SCC codes for each OS are accurate and update if needed.
lvaluate"U" sources for significance and address according to policy.
cAalculations/forms appear to add up correctly.
ll compliance issues are being addressed(e.g.Toxics limits, above TV thresholds, large emissions increase/decrease,installation
ithout a permit).
All volatile HAPs/TAPs were included in the VOC total.
CYCalculations and control efficiencies appear correct. Emission factors are the best available and most current factors appropriate
for the reporting facility(e.g.stack testing,AP-42,etc.).
eview facility comments and address any issues.
PjJpdate ED(Data Entry Main)if additional information is required(corrections due date and date received).
Check all ED QA/QC reports.

DAQ's Comments Regarding Inventory
Acrolein and benzene emission increases driven by changes in hardwood/softwood production ratio for veneer-dryers and heat
source(wood burner)(Emission Group 24).
MEK emission decrease driven by reduction in throughput for OS 30(Veneer dryers and heat source(wood burner),hardwood)and
OS 28(glue mixing,application and hot presses operations,softwood).
Methanol emission decrease driven by reduction in throughput for multiple emission sources, including OS28& 10(glue mixing),O
30(Veneer dryers and heat source(wood burner),hardwood),and OS 12(Wood sander).
Phenol emission decrease driven by reduction in throughput for OS28& 10(glue mixing),and OS 30(Veneer dryers and heat sourc
(wood burner),hardwood).
Propionaldehyde emission decrease driven by reduction in throughput for OS 27&30(Veneer dryers and heat source wood burner).

Brian,
% moisture is assumed to be-50%for green wood if site-specific information isn't available. This is
standard guidance for wood products facilities. We use a 50% moisture assumption for green wood
in the following sources at Moncure:
• ES-11 (Hog Fuel Storage Silo)
• IS-IN-8 (Veneer Diverter Exhaust Cyclone)
• IS-IN-9 & IS-IN-10 (Green Veneer Stackers)
• IS-IN-11 (Hammer Hog Truck Dump)
• IS-IN-12 (Dry Waste Truck Dump)
Per AP-42, Section 1.6, Wood Residue Combustion in Boilers, Sept. 2003:
In boilers, wood residue is normally burned in the form of hogged wood, bark, sawdust, shavings, chips, mill
rejects, sanderdust, or wood trim. Heating values for this residue range from about 4,500 British thermal
units/pound (Btu/Ib)of fuel on a wet, as fired basis,to about 8,000 Btu/Ib for dry wood The,moisture content
of as fired wood is typically near 50 weight percent for the pulp, paper and (umber industries and is typically 10
_
to 15 percent for the furniture industry.
Note that "as-fired wood" for pulp, paper, and lumber industries is mostly wet (green) wood. This
also applies to green wood used in other processes.
Let me know if you need something further.

Libby

Jeff's assumption is correct - % moisture is assumed to be 50%for green wood if site-specific

up an actual reference to send you... And yes, that is a good idea to add a reference in future calcs.
Thanks,

Here is another question for you.

Subject: [EXTERNAL] RE: 2017 Emissions Inventory for Boise Cascade Moncure (1900039)
Hi Brian,
As promised, just one quick question regarding Boise Cascade's Moncure facility Emissions Inventory:
For sources IS-IN,8 (OS8) and IS-IN-9/IN-10(OS32), I cannot calculate the cited emissions using the cited emission
factors.
For IS-8,for example, 149,538 tons/yr* 0.014 Ib/DT/2000 t/lb= 1.05 tons, not 0.52 tons.
2
I am assuming that Ib/DT= lb per dry ton, and I note that the value I calculated is twice the cited emissions.
Is there an assumption that green veneer is 50%water? Can you provide a reference for this assumption?
If,this is the case, will you please confirm, and add a footnote to this effect in future inventories?
Or if there is a different explanation, please let me know.
Thank you,
Jeff

1. NCASI Wood Products Database,Updated February 2013,median value, "--"signifies non-detect. Mill uses PF resin,so PF
factors are used when available.Hardwood HAPs are not available for PF resin,so OF resin is used as best available data.
PM10 is assumed to equal PM,and PM2.5 is assumed to equal condensable PM. Softwood factors for PM are used,as
hardwood factors are not available.

1. Bark fired is calculated based on log usage and percentage of a log that is bark(assumes 80%of
bark originally on log is combusted). Dry fuel is estimated to be 15%of total fuel usage based on data
from Chester Plywood(sister plant).
2. Heat Content is Chester Plywood fuel analysis data.
