West Fraser Seaboard Lumber Mill (West Fraser) is submitting the 1st 2022 calendar year (CY) semi-annual
summary report required by the Title V Permit No. 03937T26 for the Seaboard facility. Permit No. 03937T26
became effective September 5, 2017. This summary report is being submitted on or before the required
postmark date ofJuly 30. 2022. The report includes the monitoring and recordkeeping data required by
multiple permit conditions for the period from January 1, 2022 -June 30, 2022.
This report has been developed to address the reporting requirements in Permit No. 03937T26. In accordance
with General Condition 3.D per 2Q .0507(c), two (2) copies of the Title V permit semi-annual summary report
are included.
► Permit Condition 2.1.A.1. band c -West Fraser conducted monitoring and recordkeeping as recommended
by the manufacturer for the cyclones (CD-Pl and CD-P2).
o Monthly external inspections of the system ductwork noting the structural integrity were performed.
The integrity of the ductwork and cyclone was intact and in good condition. Records are on file at the
facility.
► Permit Condition 2.1.A.2.c-. -West Fraser conducted weekly observations of the emission sources, ES-Pl,
as required by 15A NCAC 02D .0521.
o All inspections are complete and are on file at the facility. No excess visible emissions were
observed during the reporting period; thus the emission sources are in compliance with the permit
condition.
NOTE: ES-Pl and CD-PC1 are still in operation. ES-Pl and CD-PC2 have not been built.
• Please terminate Application(s) for ES-P2 and CD-PC2, West Fraser Inc. is no longer financially
committed to the development of these construction projects.
► Permit Condition 2.1.B.4.c -West Fraser is in compliance with the BACT limits for the two direct wood-
fired continuous double track lumber kilns (ID No. ES-DK). Emissions of VOC shall be no more than 3.76 lb
VOC/1000 bf). Total board production shall not exceed 200 million bf per consecutive 12 month period
from the two direct wood-fired continuous double track lumber kilns (ID No. ES-DK).

West Fraser is required to calculate and report monthly production for the kilns for the previous 17 months
as well as each 12-month period over the previous 17 months. Please see Attachment 1 which contains the
summary of the data, -for compliance with the permit condition.
