Dear Mr. Horne:
On 8 November 2022, Mike Turner and Jeffrey Cole of the Fayetteville Regional Office
Division of Air Quality (FRO DAQ) conducted an air quality compliance inspection at the
Hornwood, Inc. facility in Lilesville, Anson County, NC. During the inspection, the inspectors
noted the Condenser/Mist Eliminator(CS ID No. CD 2) logbook showed there were seven separate
entries on 24 October 2022 where the pressure drop across CD-2 was over 8 inches of water. There
were also six separate entries on 1 November 2022 where the pressure drop ranged from 8.02
inches of water to 8.9 inches of water. The records over these time periods did not note that any
corrective actions were taken by the facility personnel, including implementing wash procedures
to clean the filters inside CD-2. Your current permit contains specific condition and limitation
A.11, 15A NCAC 02D .0611 — "Condenser/Mist Eliminator Requirements", which states the
Permittee shall implement the wash procedure when the pressure drop across the mist eliminator
increases to 7.5 to 8.0 inches of water. " Failure to implement the wash procedure when the
pressure drop exceeded 7.5 to 8.0 inches of water constitutes violations of 15A NCAC 02D
.0611 "Condenser/Mist Eliminator Requirements."
As stated in the subject above, this letter represents a Notice of Violation for the cited
violations. These violations, and any future violation of an air quality regulation, are subject to
the assessment of civil penalties according to North Carolina General Statute 143-215.114A. In
addition, each day of continuing violation after written notification from the Division of Air
Quality shall be considered a separate offense.
Be advised a Notice of Violation letter was issued to Hornwood, Inc. on 26 April 2019 for
this same violation. This pattern of failure to comply with applicable air quality regulations is a
concern to this office. Please submit a written response, due no later than 20 December 2022,
documenting the reasons you violated the above-cited permit requirements, the steps your facility

which you anticipate achieving compliance.
