Dear Mr. Conner:
The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for
the emissions testing of biomass boilers ES-BB 1 and ES-BB2. Integrity Air Monitoring has proposed
EPA Method 5 for particulate matter(PM),EPA Method 26A for hydrogen chloride(HCl),EPA
Method 10 for carbon monoxide(CO), and EPA Method 30B for mercury(Hg). The proposed testing is
acceptable for demonstrating compliance with the applicable regulations.
ES-BB 1 and ES-BB2 are two biomass/bio-based solids-fired boilers(24 million Btu per hour maximum
permitted heat input rate each) controlled by bagfilter CD-BB 1BH. 15A NCAC 2D .0503 Particulates
From Fuel Burning Indirect Heat Exchangers and 40 CFR 63 Subpart DDDDD National Emissions
Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers and Process
Heaters apply to the biomass boilers. The emissions limits and regulations are shown in the table below.

Test period heat input rates to be determined using the EPA Method 19 for wood(Fd=9,240 dscf/MMBtu).

The final test report should include information to establish that the testing performed was near maximum
normal or approximately>90%of maximum normal. The proposed test process rate for boiler ES-BB 1
and ES-13132 is approximately 21.6 MMBtu/hr each. The applicable test period monitoring parameters
should also be included in the final report.
The proposed testing is acceptable for demonstrating compliance with the applicable regulations.
Approval of the proposed methods does not exempt the tester from the minimum requirements of the
applicable test methods. Any deviations from the applicable methods remain subject to approval by
