Inventory Review
❑ All forms and supporting documentation appear to be complete if paper submission(check ED OS data if electronic).
0 Contact, address, phone number changes entered into I-Beam/Facilities if necessary.
Er All known operating scenarios, control devices, and emission release points have been entered for each emission source(permitted,
insignificant, and unpermitted)or note that the emission source was not operated or not required to report.
Check if SCC codes for each OS are accurate and update if needed.
2 Evaluate"U"sources for significance and address according to policy.
0 Calculations/forms appear to add up correctly.
8 All compliance issues are being addressed(e.g.Toxics limits,above TV thresholds,large emissions increase/decrease,installation
without a permit).
0 All volatile HAPs/TAPS were included in the VOC total.
Z Calculations and control efficiencies appear correct. Emission factors are the best available and most current factors appropriate
for the reporting facility(e.g. stack testing,AP-42,etc.).
® Review facility comments and address any issues.
❑ Update ED(Data Entry Main)if additional information is required(corrections due date and date received).
la Check all ED QA/QC reports.
Comparison with previous emission inventory must be made and outliers(> 10%)must be investigated and explained.
Z Put inventory review comments and summarize any changes in ED-Data Entry Main"DAQ internal comments".
0 Print and attach the facility total report.

DAQ's Comments Regarding Inventory
Brick production for 2016 was down 10.1 percent from the brick production in 2015 and that accounts for the majority of percent
change for the pollutants emitted in 2016. Kiln 4 was tested on September 24,2015 for compliance with the 1120)brick MACT an(
the test established new emission factors for HCL and HE The test was approved by SSCB on July 11,2016. The emission
inventory submittal for 2016 did not reflect these new emission factors for HCL and HF so those have been corrected as part of the
DAQ review process. The new emission factors are as follows: HCL: 0.03 lbs/ton and HF:0.01 lbs/ton of fired brick. The percent
change in total fluorides is due to the new emission factor for HF and the percent change in Hexane,n-is due to the rotary sand
dryer operation and then the emission was only 0.5 pounds with a deminimus value for hexane,n-of 100 pounds, the facility did not
have to even report the pollutant. This would also be true for dibutylphthalate, styrene, and toluene.

Brick Processing System-Cape Fear
Description: After the wet clay is formed and coated it passes through the brick dryer and the kiln. The kiln is
--, sawdust fired. Combustion products and heat generated by the kiln are vented to the drum dryer
which dries the sawdust. From the drum dryer the exhaust is vented to the atmosphere. However, not
all of the heat from the kiln is vented to the wood dryer. Instead, some evaporative heat is routed to
the brick dryers and vented to,atmosphere.
Approach: The AP-42 Section 11.3 is used to estimate the emissions from these emission units, except for
fluoride and hydrogen fluoride factors developed from a GSB test at Moncure.
Actual Brick Production 0 tpy
Actual Sawdust Usage - tpy
EMISSION CALCULATIONS
Emissions are calculated by the following equation:
Yearly Emissions
Emission Factor(lb/tons brick) Brick Production(tpy)=Emissions(lb/yr)
Emissions(lb/yr)/2000 lb/ton=Emissions(tpy)
Note:The Formaldehyde emissions are multiplied by the wood usage instead of bricks usage.

* Due to the lack of emission factors for this type of operation, the industrial sand
dryer emission factor from AP42,Section 11.19 was selected for use. It is felt that
this is a conservative factor because the factor is for mined quartzite that is
processed into sand, which is normally a dirtier operation than is conducted for
coatings at brick plants.

Fugitive Emission Sources
1 General Shale Brick, Inc (GSB) has identified the emission sources listed below as
fugitive emission sources that are not required to be quantified for fee purposes. The
rationale for determining that these sources are exempt from quantification for fee
purposes is as follows:
1. A brick manufacturing plant is not one of the 26 categories of sources in the list in the
Major Source definition that is required to quantify emissions for applicability
purposes. In accordance with DAQ Rule 15A NCAC 2Q .0202 (1), GSB has not
calculated the fugitive emissions from the sources listed below.
2. The sources listed below are fugitive emission sources defined in the Title V
regulations. Fugitive emissions are defined in the Title V rules (15A NCAC 2Q
.0503 (6) as "those emissions which could reasonably pass through a stack, chimney,
vent, or other functionally-equivalent opening". GSB has determined that the sources
identified below meet the requirements of the fugitive emissions definition.
List of Fugitive Emission Sources
1. Open clay storage piles
2. Clay mining operations
3. Unpaved roads
4. Wet wood receiving, non-pneumatic conveying, and storage operations -
5. One open limestone pile and two open cinder piles and transportation from truck to
piles
6. Coal hopper and coal pile
