Kiln 4 was tested on September 24,2015 for compliance with the 1120)brick MACT an( the test established new emission factors for HCL and HE The test was approved by SSCB on July 11,2016. The emission inventory submittal for 2016 did not reflect these new emission factors for HCL and HF so those have been corrected as part of the DAQ review process. The new emission factors are as follows: HCL: 0.03 lbs/ton and HF:0.01 lbs/ton of fired brick. Location: Moncure,NC Facility ID N - 1900009 Brick Processing System-Cape Fear Description: After the wet clay is formed and coated it passes through the brick dryer and the kiln. The kiln is --, sawdust fired. Combustion products and heat generated by the kiln are vented to the drum dryer which dries the sawdust. From the drum dryer the exhaust is vented to the atmosphere. However,not all of the heat from the kiln is vented to the wood dryer. Instead,some evaporative heat is routed to the brick dryers and vented to,atmosphere. Approach: The AP-42 Section 11.3 is used to estimate the emissions from these emission units, except for fluoride and hydrogen fluoride factors developed from a GSB test at Moncure. The rationale for determining that these sources are exempt from quantification for fee purposes is as follows: 1. A brick manufacturing plant is not one of the 26 categories of sources in the list in the Major Source definition that is required to quantify emissions for applicability purposes. In accordance with DAQ Rule 15A NCAC 2Q .0202 (1), GSB has not calculated the fugitive emissions from the sources listed below. 2. The sources listed below are fugitive emission sources defined in the Title V regulations. Fugitive emissions are defined in the Title V rules (15A NCAC 2Q .0503 (6) as "those emissions which could reasonably pass through a stack, chimney, vent, or other functionally-equivalent opening".
