DAQ's Comments Regarding Inventory
Coal consumption was up 30.99%from the consumption in 2012 and gas consumption was down 31.64%for the same
period. The significant difference in formaldehyde is due to the reduced gas consumption and the fact that the Cape Fear
plant did not operate in 2013,which also accounts for the difference in hydrogen fluoride,fluorides,and methylene
chloride. Facility-wide brick production increased 19.67%for 2013.

Brick Processing System-Capelear
Description: After the wet clay is formed and coated it passes through the brick dryer and the kiln. The kiln is
sawdust fired. Combustion products and heat generated by the kiln are vented to the drum dryer
which dries the sawdust. From the drum dryer the exhaust is vented to the atmosphere. However,not
all of the heat from the kiln is vented to the wood dryer. Instead,some evaporative heat is routed to
the brick dryers and vented to atmosphere. -
Approach: The AP-42 Section 11.3 is used to estimate the emissions from these emission units, except for
Fluoride and hydrogen fluoride factors developed from a GSB test at Moncure.

Fugitive Emission Sources
General Shale Brick, Inc (GSB) has identified the emission sources listed below as
fugitive emission sources that are not required to be quantified for fee purposes. The
rationale for determining that these sources are exempt from quantification for fee
purposes is as follows:
1. A brick manufacturing plant is not one of the 26 categories of sources in the list in the
Major Source definition that is required to quantify emissions for applicability
- purposes. In accordance with DAQ Rule 15A NCAC 2Q .0202 (1), GSB has not
calculated the fugitive emissions from the sources listed below.
2. The sources listed below are fugitive emission sources defined in the Title V
regulations. Fugitive emissions are defined in the Title V rules (15A NCAC 2Q .0503
(6) as "those emissions which could reasonably pass through a stack, chimney, vent,
or other functionally-equivalent opening". GSB has determined that the sources
identified below meet the requirements of the fugitive emissions definition.
