DAQ's Comments Regarding Inventory
Renewal.
Emissions decreased for all pollutants except fluoride,which increased a significant percent since the facility burned more No.2 fa,
oil,which is the only source of fluoride emissions.Other emissions decreased due to burning considerable less natural gas than the j
last inventory year and because the facility installed low nox burners/FGR.In addition particulates decreased since emission factors
for natural gas went down considerably.The changes are reasonable.-JAM

Jennifer—The boilers(emission sources B1- B4)at Atrium Health Cabarrus (formerly Carolinas HealthCare NorthEast)
were retrofitted with new FGR/low-NOx burner units in the latter half of 2016 and early 2017. The retrofit included
replacing the old Kewanee burners with new Cleaver Brooks Model LNDLG(D Series) burners along with duct work and
controls for flue gas recirculation as well as upgraded boiler control modules.The retrofit also included installation of
Cain Industries Model FCR economizers.
Attached are a few files that provide more details about what's on the boilers.I'm unable to send the Cleaver Brooks
burner manual because the file is too big but did include some info about the FGR units in the embedded photos.The
photos are of boiler#4 but all the boilers have the same equipment and configuration for the FGR/low-NOx burner units
and economizers.I didn't attempt to photograph each boiler configuration but did include photos of the nameplates for
each of the burners. Note that we've pointed out these devices to the DAQ inspectors during each inspection
subsequent to the retrofit.

I
We've been reporting the reduced NOx emissions with FGR every year since the 2017 annual emissions report
submission in January 2018. 1 used calendar year 2021 data to complete the permit renewal package including the
FGR/Law-NOx burners. As I mentioned, I want to get AERO as up to date as possible to accurately reflect what's onsite.

I'm working on approving your emissions inventory and I have a question. I noticed that the boilers assume a control
efficiency for NOx emissions from Flue Gas Recirculation (FGR) of 65.5%for fuel oil and 68%for natural gas. I looked
back at the previous annual reports and it appears that 2018 is the first year that assumed these efficiencies. In addition,
I noticed that in the permit application for R21 (submitted July 2017), these efficiencies were used to calculate facility
wide totals although it does not appear that DAQ addressed at that time, likely since R21 was a modification for a
generator.

My question is,where did these efficiencies come from and did you discuss this with any one from DAQ?Typically, any
control associated with FGR or low NOx burners has to be "proven" in the permit with requirements. If you want to
assume a control efficiency for this, I will need more information and I will need to update the synthetic minor condition
in the permit(unless I am missing something about this situation).Another option since the facility is nowhere near the l
100 tpy limit is to remove the assumed NOx control,and I can update the NOx emissions for the fuel oil and natural gas
boilers in the inventory and then you can update the annual report moving forward. NOTE: If you chose to remove the
NOx efficiency,you will NOT have to go back into AERO...I can take care of everything from here.
