Subject: Modifications to Air Permit No. 08155 -Not Requiring Permit Revisions
Dear Ms. Carter:
With the attached 2Q.0318 Form, Smithfield Foods would like to notify the State of
changes planned for Air Quality Permit No. 08155 as associated with the Smithfield
Foods-Bladenboro Feed Mill. The notification stems from an intent to upgrade the
material handling baghouses associated with the permitted emission sources of the
elevator and feed mill operation. Each of the changes are on systems with air flows
below 10,000 cfm and no change in process throughput. These upgrades include the
following:
• Like-kind replacement of filter cloth area:
o ES-004/CD-129 (1000 cfm): Pneumatic Receiving System
■ cloth area slightly increases from 200 ft2 to 210 ft2
• Increase of filter cloth area:
o ES-002/CD-123 (5000 cfm): Receiving turnhead negative air system
■ cloth increases from 332 ft2 to 544 ft2
o ES-003/CD-124 (5000 cfm): Receiving turnhead negative air system
■ cloth increases from 209 ft2 to 544 ft2
o ES-015/CD-422 (4000 cfm): Mixed Feed turnhead negative air system
■ cloth increases from 209 ft2 to 466 ft2
• Increase filter cloth by adding a second baghouse to an emission source:
o ES-009/CD-218a(existing at 3000 cfm): Ground grain negative air
system
■ cloth of CD-218a is consistent at 313 ft2
■ addition of CD-218b (3000 cfm)with cloth increase from 0 ft2 to
313 ft2

The anticipated completion of the subject baghouse improvements is August 20, 2021.
