Notification of Off-Permit Change

To Whom It May Concern:
On behalf of Chambers Development of North Carolina, Inc. (CDNC),Franklin Engineers&
Consultants,LLC. (FE&C) submits this Title V Off-Permit Change for the Anson County Landfill
(ACL). This change is being implemented under General Condition H.3 of the current above-
referenced permit.
The current Title V permit shows two (2) 250,000-gallon above ground leachate storage tanks.
These tanks have been replaced with a 500,000-gallon leachate basin. Under the current permit,the
leachate tanks are classified as insignificant activities with the Emission Source ID Number of IES-
4A. Since the leachate basin directly replaces the two leachate tanks,the leachate basin will be
insignificant as well. The leachate basin will receive no more leachate than the two leachate tanks
received so the emissions will not change and the leachate basin will remain an insignificant
activity.
