Comments: On 7 December 2020, I Jeffrey Cole received an odor log via USPS from a Mrs. Janet Kendall at
1291 Cameron Road, Polkton, Anson County. Mrs. Kendall lives near the Anson County Waste Management
Facility(0400052). Mrs. Kendall was the same complainant that called in an odor complaint on 17 July 2020
(#22243) about the same facility. The odor log contained 7 observations from 30 October 2020 to 30 November
2020, inclusive. I contacted Mrs. Kendall and requested that she continue recording any future odor
observations.
Directions: From FRO,take Raeford Road, Hwy 401, south to Wagram,—32 miles. Just past Wagram,turn
right onto Old Wire Road(SR 144)to Laurel Hill. Turn right(west) on Highway 74 and go approx. 41 miles.
Turn right between NC DMV office building and bridge over Brown Creek. Go approx. 0.4 mile and the
landfill office is on the right.
History: The landfill has one (1)odor complaint reported to FRO on 17 July 2020 mentioned above. The
complainant(Mrs. Kendall) stated that they have been smelling odors from the landfill for the last 9 to 10
months(starting in October 2019). They also noted that it is the worse in the evening when the air is heavy.
DAQ FRO investigated this complaint on 7 August 2020, after conducting a compliance inspection of the Anson
County Waste Management Facility and detected no odor around the complainant's residence. DAQ FRO
closed this odor complaint but continued to investigate any further odor complaints that occur.
Summary of investigation: On 7 December 2020, I received an odor log via USPS from a Mrs. Janet Kendall at
1291 Cameron Road, Polkton,Anson County. Mrs. Kendall lives near the Anson County Waste Management
Facility(0400052). The odor log contained 7 observations from 30 October 2020 to 30 November 2020,
inclusive. I contacted Mrs. Kendall and requested that she continue recording any future odor observations. On
9 December 2020,I spoke by phone with the Mrs. Kendall and thanked her for supplying the odor log. I asked
her to continue documenting any additional odors they detect and to fill out the odor log more completely as
wind direction is important. Mrs. Kendall agreed to continue documenting any additional odors she detected.
On 10 December 2020, I did a web search to look up wind direction in Mrs.Kendall's area when she smelled it
at her location in relation to the landfill and or any other known odor sources in their area. I downloaded
historical weather data from the Weather Underground's historical data weblink
(https://www.wunderground.com/history). The combination of the complainant's odor log and historical
weather data is shown in the following table.

It appears from the data to and the weather data recorded there is a correlation between the odors observed and

wind direction and/or with light winds and colder weather. Of the observation, 6 out of 8 show either light
winds coming from the direction of the landfill to the observation point.
On 18 December 2020, I spoke with Mr. Tyler Fitzgerald, District Manager at Anson County Waste
Management Facility and discussed the dates and times recorded in the odor log and asked him to see if there
were any landfill operations that may have correlated with the odors observed.
On 6 January 2021, I received an email reply from Mr. Fitzgerald containing an excerpt from the landfill's
Weather Log(see below). Mr. Fitzgerald stated that it appears that the majority of the dates where the person
smelled odor there was a correlation of low temps, lower barometric pressures, and wind directions.
He also stated that during the month of December 2020 the company had added five new landfill gas extraction
wells to help mitigate potential future odors and that these wells were installed on the northern areas of the
landfill. He noted that the northern areas of the landfill were the area most recently filled. He also stated that it
takes some time to balance the new landfill gas extraction wells and the well field and that this could take a few
months to complete the balancing. Finally, he stated that the landfill had not had any issues with the flare
operations nor any abnormal operational issues and that they will continue to monitor the site and add cover to
any area that we find that produces odor.

On 5 February 2021, I spoke by phone with the Mrs. Kendall and thanked her again for supplying the additional
odor log. I asked her to continue documenting any additional odors they detect and to fill out the odor log more
completely as wind direction is important. Mrs. Kendall agreed to continue documenting any additional odors
she detected and to more completely fill out the odor log.
On 5 February 2021, I spoke with Mr. Fitzgerald and noted the new odor log we received. Mr. Fitzgerald asked
if we could scan the 2 odor logs and send them to him in an email. I emailed the December and January odor
logs to Mr. Fitzgerald.
On 23 February 2021, EPA received an odor complaint from Mrs. Bettie Wright of 1501 Ross Wright Road in
Polkton,Anson County about a very strong hazardous odor coming from a dump site near her that was causing
sickness and difficulty breathing to residents her area. She noted in the EPA complaint webpage that this odor
has been ongoing for over a week.
On 23 March 2021 Heather Carter, FRO DAQ Supervisor, learned of an odor issue emanating out of South
Carolina that has been impacting Mecklenburg and Union counties since January 2021. The nature of the odor
complaints appeared to match the nature of the ones FRO DAQ has been receiving from citizens in Anson
county and through referral from EPA when citizens lodge a complaint on their website. Bruce Ingle, MRO
DAQ Supervisor, forwarded their odor complaint investigation and Michael Pjetraj provided a link to the SC
website form where citizens can lodge a complaint about the odor in order to help SC determine impacts and

Wcu. At this time, it appeared possible that changes in operations at the New-Indy Containerboard facility in
Catawba, York County, SC (40 miles west of Polkton/Wadesboro area) could be contributing to the odors in this
area. South Carolina is still investigating.
On 24 February 2021, after conducting a compliance inspection of the Valley Proteins, Inc. - Wadesboro
Division Facility, I Jeffrey Cole, proceeded to Mrs. Kendall's neighborhood ready to perform an odor
observation but I detected no odor at her residence. My odor observation was taken at 11:29 AM;the wind was
coming from the SSW at 5.3 MPH, gusting to 13.5 MPH. I could hear trucks and other machinery on the
landfill from the observation point. I proceeded west down Cameron Road to the corner of Wayside and
Cameron Road around 11:50 AM and detected a very slight landfill odor. I could also hear trucks and other
machinery on the landfill from the observation point. After this observation, I called Mrs. Wright to discuss her
complaint from the day before. She stated that the odor smelled like burning creosote and had been going on for
about 2 weeks. I drove to the residence to see if I could observe the odor described by Mrs. Wright. I noted no
odor under the following conditions: Sunny Day at 2:42 PM, 71°F,wind from the SSW at 10.6 MPH gusting to
20 MPH.
Our office was forwarded 9 additional odor complaints submitted to the EPA website. Ms. Heather Carter
contacted all of the that could be contacted and asked them questions about their odor observations. Ms. Carter
created a spreadsheet with the names and addresses of the 10 EPA complainants.
On 25 February 2021,the FRO received another odor log via USPS from a Mrs. Janet Kendall covering dates in
January 2021. These are listed on the following table.

On 4 March 2021, Mr. Fitzgerald spoke before the monthly meeting of the Anson County Board of
Commissioners. I downloaded a copy of the webcam of this meeting. Mr. Fitzgerald was requested to speak
about citizen concerns about odor from the landfill and public access hours. In reference to the citizen concerns
about odor, Mr. Fitzgerald stated that they were working on resolving the odor problems with 2 efforts,one was
the addition of several new gas wells in December 2020. He noted that while these LFG wells helped reduce the
odor it did not do enough so he is currently working on design drawings to add additional LFG wells. Second,
Mr. Fitzgerald stated that the landfill had covered an area in 2020 with some sandy soils instead of the clay
cover soils they had used previously utilized. He stated that they currently have a contractor onsite covering
those previously covered areas with clay soils and that this should resolve the odor issues, but it may take some

On 14 April 2021, Heather Carter and myself, conducted a TEAMs video meeting with Ms. Teresa Bradford,
Ms. Deborah Aja and Mr.Jason Watkins,with the Division of Waste Management Solid Waste Section,to
discuss both Division's odor investigations and to possibly coordinate actions. Ms. Bradford is Anson County
Waste Management Facility's solid waste compliance inspector. The consensus of the meeting was that Ms.
Bradford and Mr. Cole needed to coordinate a series of odor observations around the landfill on some afternoon
ending after sunset. These observations will be held at all the previous EPA submitted odor complaint locations
noted above. After this meeting Ms. Braford and I looked for an inspection date that would work for both our
schedules. We decided on Friday afternoon 23 April 2021.
At 3:30 PM on 23 April 2021, I arrived at the landfill to perform an odor inspection at all of the previous
complainant's locations. Ms. Bradford and I traveled to all previous complainant's locations and stayed in the
area surrounding the landfill until 8:15 PM (after sunset)and we detected no landfill or other facility odors.
On the morning of 24 April 2021,I received an email from Ms. Anita Tarlton at 10309 US Hwy 74, Peachland
who had previously emailed a complaint to EPA. She stated that, "The acrid smell is pretty bad this morning.
We seem to notice it more on overcast and rainy days." I did not read this email on the 24'as I did not check
my email until Sunday morning the 25'. On Monday morning the 261h, I emailed Ms. Tarlton and asked when it
had rained on Saturday morning. She stated in a follow-up email that, "It was misting rain when I got up
Saturday morning. I walked outside around 7:00 AM, and the odor was very strong."
On 26 April 2021, I received an email from Ms. Barbara Johnson who lives along NC Hwy 742 near Brown
Creek Baptist Church. She stated the odor was in her house every morning and that she has to open windows to
let the odor out. I asked if she would like to have me send her an odor log so that she could record the
occurrences for our office? She asked me to do and I emailed her the log.
On 27 April 2021, I received an email from Mr. Bobbie Johnson who lives at 359 Cameron Road, Polkton,NC
who also had previously emailed a complaint to EPA. He stated the odor was strong at 6:00 AM that morning
and worse at—8:30 AM. He stated the wind was coming from the SW in the direction of the landfill about
0.75 miles distant. He also stated he could hear the heavy equipment working on the landfill.
On the morning of 28 April 2021 at 4:30 AM, I headed out to the Anson County Waste Management Facility to
perform an odor inspection at recent complainant's locations. Arriving in the area around 6:05 AM, I first went
North on NC Hwy 742 from NC Hwy 74 but detected no odor along its length up to Cameron Road. Turning
west on Cameron Road I detected no odor until I reached a residence at 1155 Cameron Road where I detected a
landfill odor. Starting at 6:22 AM, I performed fifteen 30 second readings for a 7.5-minute odor evaluation.
The weather conditions during the observation were as follows: Sky Conditions—Clear with high clouds,Wind
Direction: From the SW, Wind Speed: 7.1 mph, Temperature 61 degrees F. The average intensity was 3.33 and
there were 8 readings of 4 or greater. I next headed shortly West down Cameron Road to Mrs. Janet Kendall's
residence at 1291 Cameron Road(the first to complain about the landfill odor)where I also noted a strong
landfill odor. Starting at 6:3 8 AM,I performed fifteen 30 second readings for a 7.5-minute odor evaluation.
The weather conditions during the observation were as follows: Sky Conditions—Clear with high clouds, Wind
Direction: From the SW, Wind Speed: 6.8 mph, Temperature 61 degrees F. The average intensity was 3.6 and
there were 9 readings of 4 or greater.
After these odor evaluations, I headed to the western side of the landfill to additional odor complaint sittings. I
noted an odor at 1244 Ross-Wright Road, Polkton NC. However, I could not determine if this odor was not
being generated from land application of manure occurring near this area. I traveled to other known
complainant's locations but could not detect any odors. I then travelled to 10309 US Hwy 74, Peachland where
I detected I similar odor that I noted at 1244 Ross-Wright Road, Polkton NC. However, I also could not
determine if this odor was not generated from land application of manure occurring near this area.
Finally, I travelled back to Cameron Road,this time heading West to East. I detected no odors at the previous
two addresses where the landfill odor was detected earlier. Traveling further East towards NC Hwy 742 I noted
a strong landfill odor which completely dissipated when reaching Mr. Bobbie Johnson's residence at 359
Cameron Road. I performed a U-turn and headed back West on the strongest odor located about 0.7 miles west
of where Cameron road meets NC Hwy 742 which was across from a field. Starting at 9:10 AM, I performed
fifteen 30 second readings for a 7.5-minute odor evaluation. The weather conditions during the observation

mph, Temperature 67 degrees F. The average intensity was 4.13 and there were 11 readings of 4 or greater.
On 28 April 2021, the Mooresville Regional Office's Solid Waste Division issued an Notice of Violation(NOV)
to Anson County Waste Management Facility for violations of(1), 15A NCAC 13B .0203(d)failing to control
odors, (2), 15A NCAC 13B .1626(2)(a)failing to adequately cover all disposed waste with six inches of earthen
material, and(3), 15A NCAC 13B .1626(11)(c)failing to collect and properly dispose of windblown material at
the conclusion of each day of operation. These violations were based on observations during their
inspection/investigation on 23 Mar 2021.
On 3 May 2021, 1 received another email from Ms. Barbara Johnson who lives along NC Hwy 742 near Brown
Creek Baptist Church. She stated that she had been sitting out on our porch enjoying a rain shower and
observed no odor until 3:00 pm. When she stated the odor gradually got stronger. She described the odor as
like garbage with a gas smell. She notes the local weather station in Wadesboro showed winds from the NE at
11.6 mph and a temperature of 70 degrees F.
On 7 May 2021, 1 contacted 3 individuals that had submitted complaints about odors in Anson County. These
individuals were Ms. Susan Thuleen(2571 Peachland-Polkton Rd, Peachland), Ms. Melissa Furr(2007 Mineral
Springs Church Rd)and Mr. Martin Allman (3675 Cameron Rd, Polkton). I gave a state cell phone number to
all 3 individuals and requested that they call and leave a text message whenever they note a strong odor so that I
can possibly respond and observe the odor myself.
On 12 May 2021 at 7:32 AM, I received a text message from Ms. Thuleen who texted that she smelled the
landfill when she drove into her work address at 1017 Old Prison Camp Rd., Polkton. She stated that while this
odor was present,the odor that prompted her original odor complaint had been much worse to where she could
smell it from her home in Peachland all the way to her work address in Polkton. She stated that this was the first
time since late April when we(DAQ)were in the area on 4/23/21 trying to detect any odors. She also noted that
it had been raining which might have affected the odor.
On 20 May 2021 at 8:48 AM, I received another text message from Ms. Thuleen who texted that she again
smelled the landfill when she drove into her work address at 1017 Old Prison Camp Rd., Polkton. She noted
that, "The smell has been worse in the past, but it stinks." I texted Ms. Thuleen asking if the odor has only been
observed by her in the morning or in the evening as well? She texted back that she smelled the landfill odor
when she came into work around 7:30 AM. She noted that the odor is usually present around 7:00 AM. She
stated that on Wednesday the 19"' she barely smelled the odor. I texted Ms. Thuleen that, based on her
observations, I was planning on coming out to her area around 6:00 AM and driving up and down NC Hwy 74
to the South of the landfill to see if I can detect any odors in the early morning.
On the morning of Friday 21 May 2021 at 4:30 AM, I headed out to the Anson County Waste Management
Facility to perform an odor inspection at all of the area where Ms. Thuleen had detected the odor. Arriving in
the area around 6:15 AM, I first went West on NC Hwy 74 towards the entrance of the Anson County Waste
Management Facility landfill. Passing west of Dozer Road(the landfill's access road) I detected a strong

landfill odor. I turned left onto Old Prison Camp Rd. and stopped within 400 feet of NC Hwy 74 in order to
perform an odor evaluation. Starting at 6:33 AM, I performed fifteen 30 second readings for a 7.5-minute odor
evaluation. The weather conditions during the observation were as follows: Sky Conditions—Clear with high
clouds, Wind Direction: From the NNE, Wind Speed: 3.2 mph, Temperature 57 degrees F. The average
intensity was 4.73 and all 15 readings of 4 or greater. I next headed West and then North so that I could
evaluate Cameron Road, located North of the landfill. I observed no odors anywhere on Cameron Road or on
NC Hwy 742 south to NC Hwy 74. I then, as earlier,traveled West on NC Hwy 74 towards the entrance of the
landfill. Passing west of Dozer Road I again detected a strong landfill odor. I made a U-turn on NC Hwy 74
and pulled off to the roadside on NC Hwy 74 about 500 feet from where Old Prison Camp Road connects to NC
Hwy 74. Starting at 7:25 AM,I performed fifteen 30 second readings for a 7.5-minute odor evaluation. The
weather conditions during the observation were as follows: Sky Conditions—Clear with high clouds, Wind
Direction: From the NNE, Wind Speed: 3.9 mph, Temperature 60 degrees F. The average intensity was 5.0 as
all 15 readings were 5's. Finally, I made a U-turn on NC Hwy 74 then turned left onto Old Prison Camp Road
about 0.5 miles and turned South into the NC Department of Transportation facility. Starting at 7:38 AM, I
performed fifteen 30 second readings for a 7.5-minute odor evaluation. The weather conditions during the
observation were as follows: Sky Conditions—Clear with high clouds, Wind Direction: From the NNE, Wind
Speed: 4.2 mph, Temperature 61 degrees F. The average intensity was 3.8 and there were 9 readings of 4 or
greater.
On the same day(21 May 2021), after I finished my 3 odor observations,I drove to the Anson County Waste
Management Facility and met with Tyler Fitzgerald,District Manager,and Mr. Dustin Towne,facility to discuss
my observations,the ongoing odor investigation and their efforts to mitigate the odors leaving their site. I first
inquired if the landfill flare was currently operating properly. Mr. Towne stated that the flare was operating. I
informed Mr. Fitzgerald and Mr. Towne about my observations on that date and that I had previously observed
three (3) separate odor observations to the Northeast of the landfill along Cameron Rd. on 28 April 2021. I
made clear to Mr. Fitzgerald and Mr. Towne that we had received a number of complaints and that we were

actively investigating the complaints. Mr. Fitzgerald stated that his company knew of the odor issues and are
actively trying to mitigate the sources of odor. He noted that they had installed 5 additional gas wells in
December of 2020 and connected them to their Gas Collection and Control System (GCCS). He also noted that
he had since December 2020 the company continued the effort of adding clay-based soil to cover the areas of
landfill that had been previously covered by sandy soil. He also noted that he had a contractor onsite installing
11 additional gas wells which will then be connected to their GCCS. Mr. Fitzgerald stated that he is fully aware
of the issues with odor leaving their site and the seriousness of the investigation and that his company is taking
an active effort in controlling the odors.

On 4 June 2021, Mr. Fitzgerald emailed me an update on the company's efforts to mitigate the sources of odor.
He noted that the 11 gas extraction wells have been installed and the contractor is working on the lateral lines
and the headers to get these wells under vacuum. He also estimated that the addition of the clay-based soil is
about 85%compete. He stated that he would have said a higher percentage but as the odor issue continues to
improve the company finds smaller areas that they want to recover with clay type soils. Finally, he stated that,
in addition to adding gas wells and additional cover,they have been working on the existing gas extraction wells
to maximize their effectiveness.
On 10 June 2021, I received an email from Ms. Mindy Johnson about the odors in Anson County. She stated
that she could smell that smell in Ansonville at 9566 US 52 N Wadesboro all night last night(9 June 2021). She
could smell it at 10:00 pm and again at 4:00 when she got up in the morning. It had been so bad she could smell
it in her house and wakeup coughing.
On 12 June 2021 at 9:43 AM, I received another text message from Ms. Susan Thuleen stating that she again
smelled the landfill when she drove on NC Hwy 74 towards Wadesboro just east of the DMV/Highway Patrol
Station(5920 NC Hwy 74).
On 14 June 2021, I received email from Mr. Bobbie Johnson who lives at 359 Cameron Road, Polkton,NC who
also had previously emailed a complaint to EPA. He also cc'd the company operating the landfill. He stated
that, "Two and a half miles of the eastern end of Cameron Road was ripe with the smell of the Polkton landfill at
8:30 AM. At 10:00 AM,the area near the entrance to the landfill on US74 smelled like rotted animals. I took
our household trash to the customer bins on Dozer Drive at 10:00 and the road into the visitor's center was so
dusty that it was hard to see oncoming trucks. Much like a heavy fog. A large truck about 100 feet in front of
me, which had just entered Dozer Dr. from US 74,was pouring a stream of liquid about 2 feet wide on Dozer
Dr. all the way to the scales. It also smelled of dead animals. All the traffic going into the landfill area was
driving through the liquid on the road. When I left,approximately 15 minutes later, a truck in front of me on
Dozer Dr. smelled of rotting animal carcasses as well. This situation is totally out of control. Please keep the
dust down and the trucks clean."
On 14 June 2021,I received an email from Mr. Fitzgerald asking if I would send him all new odor logs we
received since the two(December 2020 and January 2021)I had previously emailed him. I emailed the Mrs.
Kendall's monthly odor logs from February through May 2021 to Mr. Fitzgerald.
Conclusion/Recommendation:
DAQ/FRO has been investigating these odor complaints about Anson County Waste Management Facility since
December 2020 and has coordinated odor investigation efforts with personnel in the Mooresville Regional
Office's Solid Waste Division. The SWD issued an NOV to Anson County Waste Management Facility on
28 April 2021 for violations of(1) 15A NCAC 13B .0203(d)failing to control odors, (2) 15A NCAC 13B
.1626(2)(a)failing to adequately cover all disposed waste with six inches of earthen material, and(3) 15A

day of operation. These violations were based on observations during their inspection/investigation on
23 Mar 2021.
During DAQ/FRO observations conducted off Anson County Waste Management Facility property, on
2 separate occasions, objectionable odor events were documented by DAQ/FRO personnel. One occasion
included 3 odor observations conducted northeast of the landfill (on 28 Apr 2021)and another included 3 odor
observations conducted southwest of the landfill (on 21 May 2021)with corresponding wind directions coming
from the landfill during each event.
I recommend submitting a request to the DAQ Director that an objectionable odor determination be made for
Anson County Waste Management on the basis of the supporting documentation contained in this report and the
associated odor evaluation forms.

Mr. Cole, We live on highway 742 next to Brown Creek Baptist church. Every morning the odor is
in our house and outbuildings whether you smell it outside or not. We have to open some windows
to get the smell out. This has been going on for the past few years occasionally but now it is an
everyday thing. Our church foyer smells this way too. Plug in air freshers don't help. We appreciate

Hi Heather and Jeff.
This is another morning of stench from the Anson County Landfill.
My wife was outside earlier and said it was much worse about 6.00 AM today. I was out a
few minutes ago and it is horrible. At least it has not entered our house yet.
I detected a wind from the southwest which goes directly across the mound at the landfill and
to our house about 0.75 miles away.
can hear heavy equipment running and a train passing the landfill.
Thanks for your help and your time spent in Anson County last Friday.
Please call me if you have any questions or if you want my opinion about what is happening
with the landfill or the community.
