Re: Title V Semi Annual Permit Report—Permit No. 10097T
Piedmont Natural Gas—Wadesboro Compressor Station
Reporting Period January 2021 through June 2021
Facility ID: 0400056
Dear Ms.Carter:
In accordance with Permit No. 10097T, Piedmont Natural Gas is submitting a semi-annual report for
the Wadesboro Compressor Station located at 379 Pleasant Grove Church Road in Wadesboro,Anson
County,North Carolina. As stated in permit condition 2.1.A.3(k)and 2.1.13 3(1),the facility is
required to submit a semi-annual summary report of monitoring and recordkeeping activities by July
30 for the preceding six months for the internal combustion engines(COMPOI through COMP08)
and the emergency generator(EG-01).This letter serves as the summary report for the period of
January 1,2021 through June 30,2021. Four of the eight permitted natural-gas fired internal
combustion engines(COMP05--COMP08)have not yet been installed at the Wadesboro Compressor
Station.
The hours of operation for the four internal combustion engines in service(COMPO 1 —COMP04)and
the emergency generator(EG-01)are recorded using non-resettable hour meters. A summary of
engine hours of operation during the reporting period is shown in Table 1. Recordkeeping is
conducted in accordance with permit conditions 2.1.A.3(h),2.1.A.4(d),and 2.l.B.3(i).This
correspondence also includes notification of a permit deviation. In January 2021, Unit 4 began
"back-firing"during normal operation. The engine was removed from service and the equipment
manufacturer was brought to the site for troubleshooting purposes. In order to diagnose the problem
and to ensure that the catalyst would not be fouled during the process, the engine ran for 2.7 hours
without the catalyst installed on January 13 and 14,2021. Technicians determined that a fuel shut
off valve was faulty. Repairs were completed on January 14,2021 and the engine was returned to
service. As a precautionary measure, emissions were verified following repairs using a handheld
monitor and were determined to be within the compliance limits.
