Dear Mr. Bean:
The Division of Air Quality(DAQ) received your letter and 02Q .0318 Notification Form on October
265 2020 requesting that this office determine whether replacement of two bagfilters (ID Nos. CD-9
and CD-11) controlling emissions from the existing Lime, Masonry, and Flyash Silos(ID No.ES-9S 1,
ES-9S2, and ES-11 S) qualifies for treatment under the 15A NCAC 02Q .0318 "Changes Not
Requiring Permit Revisions."
Based on the information provided, this Office has determined that the requested change does not
meet all of the requirements of 15A NCAC 02Q .0318 "Changes Not Requiring Permit Revisions."
Thus, you ARE required to apply for an Air Quality Permit for this modification. In order to process
your application as a modification, you must submit a$400 permit processing fee (payable to the
North Carolina Department of Environmental Quality) and the applicable permit application forms.
Upon receipt of these items, we will begin processing your application. Please submit this
application by no later than November 30, 2020.
Please be advised that the operation of any air pollution emission sources which results in emissions in
excess of the threshold levels allowed under your current Air Quality Permit is a violation of 15A
NCAC 02Q .0101, "Required Air Quality Permits." Such violations maybe subject to enforcement
action pursuant to NCGS 143-215.114A.
