Albemarle Boats contracted with URS Corporation to assist with the development of emission estimates and completion of the attached forms. The estimates were completed using information provided to URS Corporation by Albemarle Sportfishing Boats concerning operation during the year 2005. Published emission factors and material balances were used, where applicable. The percent difference between emissions reported in 2004 and 2005 vary for some chemicals. These variations are due to material substitutions implemented in 2005, as well as an increase in fuel oil usage in the boiler by 86.5%. The hours of operation of the emergency generator also increased from 26 hours to 223 hours. Additional emission factors included this year are sulfuric acid emissions from the boiler and SO2 emissions from the emergency generator. A permit limit verification table has also been added. This table compares 2005 AEI emissions to permit limits. Assumptions are defined with appropriate calculations which are provided with the emission data forms. The following sources are addressed in the 2005 AEI. * Assembly operations (ES-1, Fugitive) * Liner lamination/gelcoat spray room (ES-2, EP-1) * Deck lamination/gelcoat spray room (ES-3, EP-2 and EP-3) * Hull lamination/gelcoat spray room (ES-4, EP-4) * 8.9 MMBtu/hr boiler (ES-5, EP-5) * 360 Express Production Area (ES-7, EP-7) - Became operational in January 2005 * Woodworking Spray Booth (ES-6, EP-6) - Insignificant Activity * Additional Woodworking Spray Booth (ES-11, EP-1) - Insignificant Activity - Did not operate in 2005 * Emergency Generator (ES-G1, EP-G1) - Insignificant Activity * Tool Room Operations (EP-8, EP-9) - Insignificant Activity - Became operational in April 2005 As entered in AERO Facility Name: Albemarle Sportfishing Boats Facility ID : 2100080 140 Midway Drive Permit : 08995 Edenton,NC 27932 County : Chowan DAQ Region : WARO Listing of Emission Sources and Control Devices on Permit. The loss factors for resins and gelcoats are based on NCDAQ guidance(1998 letter from K.Overcash to J.McKnight),except for the 0.122 loss factor for resin-spray lay-up. Albemarle uses Magnum FIT non-atomizing(flowcoating)guns. This loss factor value is based on an emission factor study conducted by Engineering Environmental Consulting Services in November 1998 for the flowcoater emission factors used in the Unified Emission Model developed for the NMMA and the Composites Fabricators Association (CFA). Source 2 is based on AP-42 Section 3.4 for large internal combustion engines(greater than 600 hp). The use of AP-42 emission factors is a conservative approach; as shown above, the total HAP/TAP emissions of compounds also quantified as VOC's exceeds the manufacturer's emission certification for VOC. 2-AP-42,Section 3.4,October 1996. 3-Rated power output is converted from kilowatts(kW)to brake horsepower(bhp)by a factor of 0.7457 kW per bhp. 4-As Polycyclic Aromatic Hydrocarbons(PAH)is a subset of Polycyclic Organic Matter(POM),the PAH emission factor in AP-42 is reported as POM for inventory purposes.
