Directions: From Morganton,take Highway 18 towards Lenoir. The facility is located on the left I/2 mile from the Caldwell County line. The Office is located in the production building set back from Hwy 18. 2, Blue Ridge Woodworking 2. Facility Overview: a. Safety: Eye protection needed. b. Facility Contacts: No changes to facility contacts. Ms. Windy Hammond is the onsite operator. c. Facility Description: i. The facility manufactures tops for other furniture manufacturing such as tabletops. ii. The facility employs 18 including office personnel and operates 8 hours a day, 5 days/week. d. General Observations: i. Upon arrival wood dust was seen being emptied into a dumpster which created a short-lived plume. ii. Roads and stockpiles were not creating fugitive dust. iii. No odors were noted. iv. The facility was running at normal capacity with active woodworking. 3. Emission Source Observations: Inspection Narrative: On October 25, 2022, I traveled to the facility for a regular compliance assurance visit. I called the facility twice earlier in the month to schedule this visit but did not get a response. This visit was unannounced. I met with Ms. Windy Hammond and viewed the facility in full production. When I arrived a shipment of wood was being offloaded and I was able to observe the property while Ms. Hammond was operating the forklift. a. The facility operates a wood dust Collection system with a bagfilter system. Source operation Control Observations Gluing operation none Observed gluing with cold wood glue Sanding operation Facility-wide bagfilter w/ Observed sanding in operation trailer sized containment with attachment to the wood dust collection system. Observed some sanding without wood dust collection. Milling operation Facility-wide bagfilter w/ Not observed. trailer sized containment Sawing operation Facility-wide bagfilter w/ Observed in operation and trailer sized containment connected to the wood dust collections stem. The wood dust collection system had piles of wood dust sitting below it. This was more wood dust than typically seen on these kinds of systems. Ms. Hammond stated that one or more of the internal bagfilters had failed and the system was emptied of wood dust during the bagfilter repair. Some bags are operating and others were on order. She stated that dust would be cleaned up so that it would not possibly become airborne. 3, Blue Ridge Woodworking b. Visible Emissions: No visible emissions were seen from the wood dust collection system while it was operating. The wood dust collection system and bagfilters appeared to be operating without emitting visible emissions. The wood dust did appear to have come from a prior clean out of the collection system. Ms. Hammond emailed photos of the area a few days later to show that the wood dust had been cleaned up and removed. x j3 4 xY �y =3 Photo of wood dust collection system—post clean up. Specific permit conditions: This facility is permit exempt at this time. No changes to the production levels or type of activities were noted. i. Prior inspections noted that Mr. David Kiker, also of Blue Ridge Woodworking, reported commencement of operations in January, 2021. 4, Blue Ridge Woodworking He also estimated production for 2021 at 500,000 board feet processed with 20% waste. ii. The NC DAQ woodworking spreadsheet estimated emissions of PM 10 as 0.01 tpy actual emissions. b. Records Reviewed: No records were reviewed during the inspection. c. Reports Submitted: No reports are required or submitted. 5. Compliance History Review: No prior compliance issues are noted in iBeam. 6. Stack Test Review: The facility is not subject to stack testing. 7. 112r Review: Blue Ridge Woodworking is subject to the 112(r)-program general duty clause but it is not known to maintain regulated chemicals onsite above the threshold quantities, which would require a risk management plan. 8. Compliance Assistance: An email was sent to the authorized contact, Mr. Tim Stevens and Ms. Windy Hammond the day after my compliance assurance visit. The email asked for additional information regarding the planned clean up of the wood waste under the dust collection system. It also asked for information regarding the bagfilter replacement. Ms. Hammond replied with photographs of the wood dust collection system area which had been cleaned. No further information has been received about the replacement bags. However, the wood dust collection system has multiple bags and was not emitting any visible emissions. I will plan to follow up with Ms. Hammond if I do not get an email reply soon. 9. Conclusion/Compliance Statement: Based on a review of records and facility site visit, at the time of the inspection Blue Ridge Woodworking appears to be in compliance with applicable state and federal air quality regulations.
