Dear Dr. Van der Vaart,
In December 1998, Albemarle Boats, Inc. (Albemarle) submitted a Title V Permit
Application to the North Carolina Division of Air Quality (DAQ) for their West Queen
Street facility. An initial Title V permit (06540T01) was issued to Albemarle on March
19,1999. In March 2000, Albemarle opened a second boat manufacturing facility in
Edenton at 104 Midway Drive. This facility was originally dedicated to manufacturing
only one product, and was permitted as a small source. However, due to building
constraints at the West Queen Street facility, all manufacturing operations were moved to
the Midway Drive location as of August 2001. In March 2002, Albemarle applied for
reclassification as a Title V source at the Midway Drive Facility.
With the transfer of all manufacturing operations to the Midway Drive location; the West
Queen Street facility will only be utilized to perform minor repairs. Due to the building
layout, only small boats may be moved within the building. During 2002 only four boats
were repaired at the West Queen Street location. These repairs include minor deck,
cockpit and hull work, along with mechanical upgrades. Albemarle has estimated that
during any twelve month period no more than ten boats will be repaired at the West
Queen Street facility. A summary of materials used at this location during 2002 has been
attached to this letter. 2002 volatile organic compound (VOC) emissions were 17.92
pounds per year.
Any facility that emits less than five tons per year of a criteria pollutant(i.e., VOC) is not
required to have a North Carolina Air Quality Permit under 15A NCAC 2Q .0102
(c)(2)(E). Therefore, Albemarle is requesting that Air Quality Permit No. 06540T04 be
rescinded. Based on conversations with Mr. J.P. Chauhan of the Washington Regional
Office this letter will also serve to complete the Annual Emissions Inventory requirement
for the West Queen Street facility under Permit No. 06540T04.
