2007 Emission Inventory Calculations
VOC,HAP and PM Emission Calculations
This document describes actual Volatile Organic Compound(VOC),Particulate Matter(PM)and
Hazardous Air Pollutant(HAP)emissions from the facility. Emission calculations utilize the
Unified Emission Factors(UEF)for open molding of composites dated July 23,2001. An
attached table lists the basis for each emission factor(E-factor)utilized in the emissions
calculations. A copy of the July 23,2001 UEF table is also included with this letter.
The gelcoat spray guns are atomized. The styrene emission factor used for gelcoats is from the
gelcoat application row of the UEF table. The Methyl Methacrylate(MMA)emission factor used
for gelcoats is based on the MMA gelcoat application row of the UEF table. The resin guns are
non-atomized. The emission factor for lamination resins is taken from the mechanical non-
atomized row of the UEF table.
Small quantities of highly reactive liquid organic perioxide solutions(e.g.,Hi Point 90)are used
by the reinforced plastics industry to initiate the polymerization reaction in the resin or gelcoat
material. Emission estimates in this permit application are based on the composite Manufacturer
Associations' study,"Emission Factors for Liquid Organic Peroxide Catalysts used in the Open
Molding of Composites." The emission factor for Dimethyl Phthalate(DMP)or other utilized
organic is 0.04%of the available DMP by weight or 0.0144(0.04 x 36%).
Usage of and thus emissions from other raw materials(e.g.,mold cleaners and sealers,etc.)at the
Washington plant are smaller in nature. Emissions from these other material usages and/or
chemicals utilize a similar methodology or conservatively assume all of the chemical is emitted
(e.g.,solvents in paints used).
Particulate emissions from painting are calculated assuming a 1%total weight loss with 50
percent of those emissions PM10 and 25 percent of those emissions PM2.5 as a conservative
estimate with no controls.
Particulate emissions from paint usage:
9,400 lbs paint bought plant-wide
assume 1%loss as particulate emissions,50%of that is PM10 and 25%is PM2.5
9,400 lbs x 0.01 =94 pounds PM/year=0.05 tons PM/year
94 lbs PM x 0.5=47 pounds PM10/year=0.025 tons PM10/year
94 lbs PM x 0.25=23 pounds PM2.5/year—0.013 tons PM2.5/year
Particulate emissions from hull and deck grinding:
1,100,000 lbs resin and gelcoat bought plant-wide
assume 1%loss with 25%of that emitted as particulate emissions,50%of that is PM10 and 25%
is PM2.5-
1,100,000 lbs x 0.01 x 0.25=2,750 pounds PM/year= 1.38 tons PM/year
2,750 lbs PM x 0.5= 1,375 pounds PM10/year=0.69 tons PMjo/year
2,750 lbs PM x 0.25=660 pounds PM2.5/year=0.33 tons PM2.5/year

2007 Emission Inventory Calculations
VOC,HAP and PM Emission Calculations
This document describes actual Volatile Organic Compound(VOC),Particulate Matter(PM)and
Hazardous Air Pollutant(HAP)emissions from the facility. Emission calculations utilize the
Unified Emission Factors(UEF)for open molding of composites dated July 23,2001. An
attached table lists the basis for each emission factor(E-factor)utilized in the emissions
calculations. A copy of the July 23,2001 UEF table is also included with this letter.
The gelcoat spray guns are atomized. The styrene emission factor used for gelcoats is from the
gelcoat application row of the UEF table. The Methyl Methacrylate(MMA)emission factor used
for gelcoats is based on the MMA gelcoat application row of the UEF table. The resin guns are
non-atomized. The emission factor for lamination resins is taken from the mechanical non-
atomized row of the UEF table.
Small quantities of highly reactive liquid organic perioxide solutions(e.g.,Hi Point 90)are used
by the reinforced plastics industry to initiate the polymerization reaction in the resin or gelcoat
material. Emission estimates in this permit application are based on the composite Manufacturer
Associations' study,"Emission Factors for Liquid Organic Peroxide Catalysts used in the Open
Molding of Composites." The emission factor for Dimethyl Phthalate(DMP)or other utilized
organic is 0.04%of the available DMP by weight or 0.0144(0.04 x 36%).
Usage of and thus emissions from other raw materials(e.g.,mold cleaners and sealers,etc.)at the
Washington plant are smaller in nature. Emissions from these other material usages and/or
chemicals utilize a similar methodology or conservatively assume all of the chemical is emitted
(e.g.,solvents in paints used).
Particulate emissions from painting are calculated assuming a 1%total weight loss with 50
percent of those emissions PM10 and 25 percent of those emissions PM2.5 as a conservative
estimate with no controls.
