Dear Mr. Long:
The Division has reviewed your source test results report that was received by our
Central Office on 15 August 2022. The report was for source testing on four-stroke lean-burn
natural gas-fired reciprocating internal combustion engines (ID Nos. COMP02, COMP03, and
COMP04), conducted on 21-22 June 2022. The testing was conducted pursuant to 40 CFR Part
63 Subpart ZZZZ National Emissions Standards for Hazardous Air Pollutants for Stationary
Reciprocating Internal Combustion Engines and 40 CFR Part 60 Subpart JJJJ Standards of
Performance for Stationary Spark Ignition Internal Combustion Engines for the purpose of
demonstrating compliance with emission standards for nitrogen oxides (NOx), carbon monoxide
(CO), and volatile organic compounds (VOC).
On 21 September 2022, this Division determined that the subject testing performed at
your facility was an acceptable source test. The review determined that compliance with the
applicable emission standards is indicated for these sources. A copy of the determination
memorandum, issued by Ms. Taylor Fort, of the NC Division of Air Quality, Stationary Source
Compliance Branch, is attached.

DAQ Tracking Nos. 2022-089ST, 2022-224ST, 2022-225ST
Mostardi Platt performed EPA Method 320 for nitrogen oxides (NOx), carbon monoxide (CO), and
volatile organic compounds (VOC) emissions testing of COMP02, COMP03, and COMP04. The tested
sources are three of four(4) four-stroke lean-burn natural gas-fired reciprocating internal combustion
engines COMPOI through COMP04, each powering a compressor and rated 4,735 horsepower. The
engines are controlled by respective catalytic oxidizers COMPO 1 C through COMP04C. The revised
testing waiver issued on February 14, 2022 exempts COMPO 1 from this round of testing. The emissions
test results demonstrate compliance with the applicable regulations.
40 CFR 63 Subpart ZZZZ National Emissions Standards for Hazardous Air Pollutants for Stationary
Reciprocating Internal Combustion Engines, 40 CFR 60 Subpart JJJJ Standards of Performance for
Stationary Spark Ignition Internal Combustion Engines, and 15A NCAC 2D .1423 Large Internal
Combustion Engines apply. Compliance with 63 Subpart ZZZZ is met by complying with the limits of 60
Subpart JJJJ. Compliance may be indicated in units of either grams per horsepower-hour(g/HP-hr) or
parts per million corrected to 15%oxygen (ppmvd@ 15%0?). The emissions test results are shown in the
following tables.
