40 CFR 63 Subpart DDDDD MACT Testing Performed by Grace Consulting, Inc.
Unit 1 Boilers on June 23,2020 Tracking No. 2020-109st and
Unit 2 Boilers on June 24,2020 Tracking No. 2020-319st
Grace Consulting performed EPA Method 5 for filterable particulate matter(PM),EPA Method 26A for
hydrogen chloride(HCl), and EPA Method 30B for mercury(Hg) emissions. The test results are
acceptable and demonstrate compliance with 40 CFR 63 Subpart DDDDD Maximum Achievable Control
Technology(Boiler MACT)emissions limits for both Units
ES-1 (Unit 1)and ES-2(Unit 2)are two electricity generating units each consisting of three coal/natural
gas/No. 2 and No. 4 fuel oil/tire derived fuel(TDF)/pelletized paper fuel/flyash briquette/unadulterated
wood/unadulterated biomass/adulterated resinated wood/creosote treated wood-fired steam, electric
generating boilers,ES-1-1A,ES-1-1B,ES-1-1C (Unit 1) and ES-2-1A,ES-2-1B, ES-2-1C(Unit 2). The
nominal heat input rate is 223 million Btu per hour(mmBtu/hr) for each boiler(total 669 mmBtu/hr for
each unit). Each boiler is controlled by a bagfilter,a rotating overfire air system, and a furnace sorbent
injection system. Each unit was tested at the common stack(Unit 1 -CS001 and Unit 2-CS002) for their
respective boilers.
40 CFR 60 Subpart Db Standards of Performance for Industrial-Commercial-Institutional Steam
Generating Units applies and limits filterable PM to 0.051 pounds per million Btu(lb/mmBtu).40 CFR
63 Subpart DDDDD NESHAP for Major Sources:Industrial, Commercial and Institutional Boilers and
Process Heaters applies and limits filterable PM to 0.037 lb/mmBtu,HCl to 0.022 lb/mmBtu,and Hg to
5.7E-61b/mmBtu. Additionally, 15A NCAC 2D .0530(u)PSD Projected Actual Emission Factor applies
and the permit specifies the projected actual emissions factors for PM of 0.018 lb/mmBtu.Note this
projected actual emissions factor is not an enforceable emissions limit.
Grace reported"each of the six boilers were operated at a normal high load"and"combusted an average
daily fuel blend of approximately 48%wood, 12%coal, and 40%TDF... which is typical of normal
operation."The average total heat input rate for both units is tabulated with the emissions test results.

Compliance was demonstrated for all pollutants and both Unit 1 and Unit 2. However,the filterable PM
result for Unit 2 exceeded the [not enforceable]projected actual emissions factor for 2D .0530(u). If you
