Dear Ms. Grace:
The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for
the testing of the ES-1 and ES-2 boilers. The proposed testing is acceptable to determine the particulate
(PM),hydrogen chloride(HCI), and mercury(Hg)emissions for 63 Subpart DDDDD Maximum
Achievable Control Technology(Boiler MACT)compliance.
ES-1 (Unit 1)and ES-2 (Unit 2)are two electricity generating units each consisting of three coal/natural
gas/No. 2 and No. 4 fuel oil/tire derived fuel(TDF)/pelletized paper fuel/flyash briquette/unadulterated
wood/unadulterated biomass/adulterated resinated wood/creosote treated wood-fired steam,electric
generating boilers, ES-1-IA,ES-1-113 and ES-1-IC (Unit 1)and ES-2-1A, ES-2-113 and ES-2-IC (Unit
2).The nominal heat input rate is 223 million Btu per hour for each boiler. Each boiler is controlled by a
bagfilter, a rotating overfire air system, and a furnace sorbent injection system.
Grace Consulting has proposed the following test methods at common stacks for Unit 1 and for Unit 2,
CS001 and CS002,respectively. Table 1 details the proposed testing and Table 2 presents the applicable
emissions standards and limits.

The PSF proposes operating the six boilers at"normal operating load"during testing. DAQ approves
boiler operation at or near the normal heat input rate of 223 mmBtu/hr per boiler. The PSF states the
"facility burns 50%wood and 50%TDF/coal mixture." The proposed test methods and operating
conditions are acceptable.
Approval of this sampling protocol does not exempt the tester from minimum requirements of the test
