Dear Mr. Davey:
On behalf of the Buncombe County Solid Waste Department(County), SCS Engineers, P.C. (SCS) is
pleased to submit the following Title V Semiannual Report for the Buncombe County Landfill II
(Landfill). This report is intended to satisfy the applicable provisions of the North Carolina
Department of Environmental Quality(NCDEQ)Standard 15A NCAC 02D .0524 and the Title V
Operating Permit Condition 2.1.A.3.a and 3D.
The purpose of this report is to summarize monitoring and record keeping activities for the Landfill
that occurred during the period of July 1, 2020 to December 31, 2020, and note any instance of
deviation from the requirements of the facility's Title V Air Quality Permit. The Landfill's Title V
Operating Permit(Number 10398TO2)was issued by the NCDEQ, Division of Air Quality(DAQ) with
an effective date of November 25, 2019.
As shown in the current Title V Operating Permit,the facility is subject to the New Source
Performance Standards (NSPS)for Municipal Solid Waste Landfills (40 CFR 60 Subpart WWW). The
most recent non-methane organic compounds(NMOC) report was submitted on January 15, 2020.
This report indicates NMOC emissions rate of 20.27 Mg per year in 2019, which is below the landfill
gas collection and control system (GCCS) installation and operation requirement threshold of 50 Mg
per year. An annual NMOC emissions update will be submitted in January 2021.
The Landfill also maintains a landfill gas-fired engine (ES-G1). The engine is subject to NSPS Subpart
JJJJ,which requires, among other duties,to conduct an annual emissions test. This test was
completed on March 26, 2020. DAQ approved the test report on October 1, 2020. The next engine
test is anticipated to occur in the first half of 2021.
The Landfill is in compliance with the applicable conditions of its Title V Air Quality Permit and has no
deviations to report.
