SUBJECT: 2ND Quarter 2020 Annual Relative Accuracy Test Audit (RATA) Report

Dear Mr. Hayward,
The Division of Air Quality(DAQ)has reviewed the subject reports (RATA) submitted by The
Capital Power Corporation in a letter dated August 6, 2020. The reports were submitted for the
Continuous Emission Monitoring System(GEMS) on Unit 1 and Unit 2, each consisting of three
Boilers with the common stack.
DAQ's review of the above-mentioned reports indicated that the relative accuracy values for the
NOX,SOz, CO CEMS and flow monitor on Unit 1 and Unit 2 are within the specifications given in
40 CFR 60 Appendix F, and therefore the test (RATA) results are acceptable.
The review of the report also indicated that the relative accuracy value in lbs/hr was determined
using fuel heat input methodology. Please note, our e-mail dated March 2, 2018 states: To
determine the relative accuracy value in lbs/hr, the gas RATA should be conducted
simultaneously with the corresponding flow RATA. Please ensure that future RATAs meet this
requirement and use volumetric flow rate instead of fuel heat input to calculate the relative
accuracy value in lbs/hr.
The next annual RATA for the CEMS on Unit 1 and Unit 2 for the Part 60 purposes should be
conducted by June 30, 2021.
Due to COVID-19 restrictions on DAQ staff and our office operations, the mailing of this letter
