HomeMy WebLinkAboutAQ_F_1100542_20201001_ST_RvwMemo Buncombe County DIVISION OF AIR QUALITY Technical Services Section October 1, 2020 MEMORANDUM To: Brendan Davey, P.E, Asheville Regional Office From: Gregg O'Neal, P.E., Stationary Source Compliance Branch (SSCB) //r Subject: Buncombe County Landfill II Alexander, Buncombe County, North Carolina Facility ID 1100542, Air Permit No. 10398T02 Nitrogen Oxides, Carbon Monoxide, and Volatile Organic Compounds Emissions Testing of Landfill Gas-fired Engine/Generator Set ES-G1 (SN: 1021619) Performed March 26, 2020, by GEL Engineering, LLC Tracking No. 2020-021 ST GEL Engineering performed the subject testing on the Jenbacher (Model J-420 GS-B82, Manufactured 2011) landfill gas-fired spark ignition generator unit (1,466 kW, 1,966 horsepower), ES-G1. SSCB has reviewed the testing and the results are acceptable. 40 CFR 63 Subpart ZZZZ National Emission Standards for Hazardous Air Pollutants for Reciprocating Internal Combustion Engines (RICE) requires that the facility comply with 40 CFR 60 Subpart JJJJ Standards of Performance for Stationary Spark Ignition Internal Combustion Engines. Permit condition 2.1.B.5.a establishes State BACT, as defined in North Carolina General Statute 62-133.8(g) Renewable Energy and Energy Efficiency Portfolio Standard(REPS). According to the current permit the State BACT emission limits for CO and NO. resulting from biomass combustion are the same as the 40 CFR 60 Subpart JJJJ limits. Compliance was indicated. Subsequent performance tests must be conducted every 8,760 hours or 3 years, whichever comes first.
