Testing of Landfill Gas-fired Engine/Generator Set ES-G1

Dear Mr. Pedersen:
The North Carolina Division of Air Quality(DAQ)has reviewed the subject test protocol for emissions
testing of engine-generator ES-G1. The proposed testing is acceptable to demonstrate compliance with the
applicable emission standards. The table lists the pollutants,test methods,and applicable emissions limit.
The source to be tested is a GE/Jenbacher Model 420 lean burn 1,966 horsepower landfill gas-fired(LFG)
engine powering a 1,466 kW output capacity electricity generator. There are no control devices associated
with the engine-generator.
The source is subject to 40 CFR 63 Subpart ZZZZ National Emission Standards for Hazardous Air Pollutants
for Reciprocating Internal Combustion Engines(RICE)which requires that the facility comply with 40 CFR
60 Subpart JJJJ Standards of Performance for Stationary Spark Ignition Internal Combustion Engines.
Permit section 2.1.B.5. specifies that North Carolina General Statute GS 62-133.8(g) -SB3 BACT applies
SB3 BACT defers to 40 CFR 60 Subpart JJJJ emission limits for NO,,and CO. 40 CFR 60 Subpart JJJJ and
permit section 2.1.13.3.b. specify the emission limits.

Prior to sampling,the EPA Method 7E Section 8.1.2 stratification test must be performed to determine the
sampling points.
Approval of this protocol does not exempt the tester or the Buncombe County Landfill from the minimum
requirements of the sampling methods and applicable regulations. Any deviations remain subject to approval
by DAQ. The proposed operating rate for testing is at or above 1,284 kW. The maximum normal operating
rate is 1,350 kW. The proposed rate meets the 40 CFR 60 Subpart JJJJ requirement to perform testing within
10%of peak load(or maximum achievable load). The report must include the test period process rate and
associated monitoring parameters(i.e. engine speed,power output levels, fuel flow, fuel pressure,air intake
data and operating temperatures).
Approval of this sampling protocol does not exempt the tester from the minimum requirements of the testing
methods. Any deviations remain subject to approval by DAQ. If there are questions concerning this matter,
