Grace Consulting,Inc.performed EPA Method 5 for filterable particulate matter(PM),EPA Method 26A for
hydrogen chloride(HCl),and EPA Method 30B for mercury(Hg)emissions from Unit 1 boilers. The
emissions test results demonstrate compliance with the applicable regulations.
Emission source ES-1 is an electricity generating unit consisting of three identical watertube design
coal/natural gas/No. 2 and No. 4 fuel oil/tire derived fuel/pelletized paper fuel/flyash briquette/unadulterated
wood/unadulterated biomass/adulterated resinated wood/creosote treated wood-fired steam,electric generating
boilers(ES-14A through 1C). Each boiler is controlled by a bagfilter,rotating overfire air,furnace sorbent
injection,and selective non-catalytic reduction systems. The permitted nominal heat input is 223 million Btu
per hour(mmBtu/hr)for each boiler. Testing was performed at the common stack for the boilers.
The following regulations apply:

• 40 CFR 63 Subpart DDDDD National Emission Standards for Hazardous Air Pollutants for Major
Sources:Industrial, Commercial, and Institutional Boilers and Process Heaters

Unit 1 boilers averaged 623 mmBtu/b during testing or 93%of maximum and this operation rate is
acceptable. An HCl audit analysis was conducted during testing and the results are acceptable. The emissions
