Dear Mr. Kraszeski:
The Division of Air Quality has reviewed your letter and supporting documentation received July
9, 2019 requesting rescission of Permit No. 03453R23.
Based on information on file and the application 1600005.19A,the facility does qualify for permit
exemption. The facility was as Synthetic Minor, however, due to the cessation of all operations at
the facility except one clipper line(Emission Source ID No. ES-5)with one simple cyclone
(Control Device ID No. CD-5),pollutant emissions now meet the classification of"small". The
facility-wide actual emissions of particulate matter(PM10), sulfur dioxide, nitrogen oxides, volatile
organic compounds, carbon monoxide, hazardous air pollutants (HAP), and toxic air pollutants
(TAP) are all expected to remain below the five(5)tons per year threshold and the total actual
aggregate emissions of these pollutants are exempted to remain below the ten (10)tons per year
threshold and qualifies the facility for permit exemption.
Therefore, in accordance with your request,Air Quality Permit No. 03453R23 is hereby rescinded,
effective the date of this letter. It should be noted that this exemption from permitting does not

Furthermore, should you decide to modify the processes such that the result is an increase of
emissions above the emission thresholds given above, an Air Quality Permit may be required, and
Atlantic Veneer Corporation should contact this Regional Office prior to such actions for a permit or
registration applicability determination.
This exemption from the permitting requirement is based upon your statement that this facility has
been and will be operated under the threshold levels as outlined in the Regulation NCAC 2Q
.0102(d). Please be advised that the operation of any air pollution emission sources which results in
increased emissions in excess of the threshold levels specified in 15A NCAC 2Q.0102(d) without an
Air Quality Permit is a violation of 15A NCAC 2Q.0101, "Required Air Quality Permits." If this
facility is required to obtain an Air Quality permit in the future because of increased emissions,each
day of operation of the emission sources without an Air Quality Permit represents a separate
violation. Such violations may be subject to enforcement action pursuant to NCGS 143-215.114A.
Please be aware that even though your facility may no longer be subject to permitting requirements,
the operations must still comply with all applicable state and federal laws and regulations. The
attached Facility Compliance Tracking Checklist may be of help to you in verifying you remain in
compliance with certain federal and state regulations. It may also aid in determining if you remain
below the emissions threshold. You may use this checklist at your discretion as it is intended to be
used as a guidance document only. Furthermore, it is DAQ's intent to periodically conduct
compliance assurance visits at exempt facilities.

1. Purpose of Application:
Mr. Scott Van der Werf, Plant Engineer for Atlantic Veneer Corporation (and facility
contact for this rescission request), has requested a rescission of the Air Quality Permit
03453R23 for the facility located at 2457 Lennoxville Road Beaufort, NC (FAC ID No.
1600005). The rescission request was received in this office on July 9, 2019.
Based on information on file and the application 1600005.19A, the facility does qualify for
permit exemption. The facility was a Synthetic Minor, however, due to the cessation of all
operations at the facility except one clipper line (Emission Source ID No. ES-5)with one simple
cyclone (Control Device ID No. CD-5),pollutant emissions now meet the classification of
"small". The facility-wide actual emissions of particulate matter (PM 10), sulfur dioxide,nitrogen
oxides, volatile organic compounds, carbon monoxide, hazardous air pollutants (HAP),and toxic
air pollutants (TAP) are all expected to remain below the five (5) tons per year threshold and the

06/13/16 The proposed changes to the 2Q .0102 permit exemption rule were adopted as final.
07/09/19 WiRO received a Request for a Rescission of the air permit. The request was
considered complete for processing
3. Compliance History:
The most recent inspection report by Tony Sabetti of the Wilmington Regional Office on
01/28/2019 stated that the facility had three compliance violations(NOV) in regards to the 15
NCAC 2D .1904 Air Curtain Burners and 40 CFR 63 Subpart 6J rules on 08/09/2017,
01/24/2017, and 10/29/2015, respectively. The violations were addressed on 07/25/2017,
03/16/2017, and 12/08/2015, respectively.

The future emissions are expected to remain below the permit exemption thresholds under 2Q
.0102(d). Since the pollutants listed above do not exceed 5 tons per year each for PM10, S02,
CO,NOx, VOC, HAP, or TAP, and aggregate total emissions do no exceed 10 tons per year,the
facility qualifies for exemption from permitting under 2Q .0102(d).
Per the NCDAQ Woodwork with simple cyclone spreadsheet,the following actual PM emissions
were calculated.

The spreadsheet showed that the board-feet wood that is processed is 9.5 million board-feet per
year and that the PM10 emissions are zero tons per year, which qualifies the facility for
exemption from permitting under 2Q .0102(d).
