Dear Mr. Pedersen:
GEL Engineering, LLC performed EPA Method 7E for nitrogen oxides (NO.), EPA
Method 10 for carbon monoxide (CO), and EPA Method 25A for non-methane volatile organic
compounds(NMOC)emissions from landfill gas-fired engine/generator set ES-GI. The emissions
tests results demonstrate compliance with the applicable regulations. All of the tests were
performed on April 11, 2019. These tests satisfy the testing requirements as stated in the subject

GEL Engineering, LLC performed EPA Method 7E for nitrogen oxides(NO.),EPA Method 10 for
carbon monoxide(CO)and EPA Method 25A for non-methane volatile organic compounds(NMOC)
emissions from landfill gas-fired engine/generator set ES-GI. The emissions test results demonstrate
compliance with the applicable regulations.
ES-Gl is a landfill gas-fired engine/generator set rated at 1966 horsepower(1466 kilowatt). 40 CFR 63
Subpart ZZZZ National Emission Standardsfor Hazardous Air Pollutants for Reciprocating Internal
Combustion Engines(RICE)requires that the facility comply with 40 CFR 60 Subpart JJJJ Standards of
Performance for Stationary Spark Ignition Internal Combustion Engines. Permit condition 2.1.B.5.a
establishes State Best Available Control Technology(SB3 BACT),as defined in North Carolina General
Statute GS 62-133.8(g)Renewable Energy and Energy Efftciency Portfolio Standard(REPS). State
BACT emission limits for NO and CO are the same as 60 Subpart JJJJ limits. The emissions test results
are shown in the following table.

60 Subpart JJJJ specifies the performance test must be conducted within 10%of peak load. The engine
averaged 1297 kilowatts during testing,or 88%of peak load. The emission test results demonstrate
