Dear Ms. Grace:
The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for
particulate matter PM),hydrogen chloride(HCl),and mercury(Hg)emissions testing of ES-1 (Unit 1)
and ES-2 (Unit 2). Grace Consulting,Inc. (GCI)proposes EPA Method 5 for filterable PM,EPA Method
26A for HCl, and EPA Method 30B for Hg. The proposed testing is acceptable to demonstrate
compliance with the applicable regulations.
ES-1 (ES-14A throughlC)and ES-2(ES-2-2A through 2C)are two electricity generating units
consisting of six identical watertube design coal/natural gas/No.2 and No.4 fuel oil/tire derived
fuel/pelletized paper fuel/flyash briquette/unadulterated wood/unadulterated biomass/adulterated resinated
wood/creosote treated wood-fired steam,electric generating boilers. Each boiler is controlled by a
bagfilter,rotating overfire air, furnace sorbent injection, and selective non-catalytic reduction systems.
The permitted nominal heat input is 223 million Btu per hour(mmBtu/hr)for each boiler.

The PSF indicates"normal operating load"as target process operating rate. Based on the previous test
conducted August 2018, ES-1 averaged 194.5 mmBtu/hr heat input per boiler and ES-2 averaged 198.5
mmBtu/hr per boiler. The final test report should indicate similar operating rates. An HCl audit sample
is required for the EPA Method 26A testing and the sample should be available for inspection.
The proposed testing is acceptable to demonstrate compliance with the applicable regulations. Approval
of the protocol does not exempt the tester from the minimum requirements of the test methods. Any
deviations from the methods remain subject to approval by DAQ. If you have any questions regarding
