Proposed Test Date: Week of August 13, 2018 Tracking No. 2018-173st Dear Ms. Grace: The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form (PSF) for the testing of the ES-1 and ES-2 boilers. The proposed testing is acceptable to determine the particulate (PM),particulate matter less than 10 microns(PM10),hydrogen chloride(HCl), and mercury(Hg) emissions for 112j Case-by-Case Maximum Achievable Control Technology(MACT) compliance purposes. The sources to be tested are ES-1 (Unit 1) and ES-2 (Unit 2). Unit 1 and Unit 2 are two electricity generating units each consisting of three coal/natural gas/No. 2 and No. 4 fuel oil/tire derived fuel (TDF)/pelletized paper fuel/flyash briquette/unadulterated wood/unadulterated biomass/adulterated resinated woo&creosote treated wood-fired steam, electric generating boilers, ES-14A, ES-14B and ES-14C (Unit 1) and ES-24A, ES-24B and ES-24C (Unit 2). The permitted nominal boiler heat input is 223 million Btu per hour, each. Each boiler is controlled by a bagfilter, a rotating overfire air system, a furnace sorbent injection system, and a selective non-catalytic reduction system. Grace Consulting has proposed the test methods as outlined in Table 1 to demonstrate compliance with the applicable emissions standards and limitations as detailed in Table 2. Current operation is 360,000 to 500,000 pounds of steam per hour. The proposed fuel mix for testing is coal (10%-15%), TDF (35%-40%) and wood(45%-50%). The proposed test methods and conditions are acceptable. The PSF indicates that the required audit sample analyses will be performed in conjunction with the proposed testing. The audit sample must be on-site and available for inspection by the DAQ observer. For additional audit information see www.epa.gov/emc/emc-technical-supportftaudit.
