I. DIItECTIONS TO SITE: From FRO,take US 401 South through Wagram. South of Wagram,take
Old Wire Road(NC 144)to US74. Follow US 74 west toward Wadesboro for—31 miles,then turn right
onto Firetower Rd. Follow Firetower Rd. for—1 mile;turn left onto Wall St.then right onto Stanback
Ferry Rd. Follow Stanback Ferry Rd. to the"Tee" intersection,and turn left to stay on Stanback Ferry
Rd. The facility entrance is on the left—1/4 mile away.

M. FACILITY DESCRIPTION: NC Biogas, LLC is a proposed greenfield poultry manure to energy
facility located in Wadesboro,Anson County. Anaerobic digesters will generate biogas using poultry
manure received from local farms as a feedstock. The biogas,consisting primarily of methane, carbon
dioxide,and hydrogen sulfide, will be passed through two biofilters and an activated carbon filter to
reduce H2S to less than 10 ppm before being combusted in four 2,079 hp spark ignition engines which
will drive one 1,550 kW generator each. A 59 mmBtu/hr flare will combust the biogas during
emergencies or if the engines are down for maintenance.
Each engine's exhaust will be controlled using selective catalytic reduction(SCR), and ammonia slip
catalyst,and an oxidation catalyst to reduce NOx, CO,and VOC emissions. Solids from the digester will
be removed,extruded into pellets, and dried in a 5.2 TPH belt dryer which will be indirectly heated by the
engine exhaust. When the engines are not running,the dryer can be run using direct heat from an 8.8
mmBtu/hr natural gas-fired, low NOx,burner. Before being released to the atmosphere,the emissions
from the dryer will pass through a venturi scrubber to remove particulates, a packed bed scrubber using
sulfuric acid solution to remove ammonia, and a packed bed scrubber using sodium hydroxide and
sodium hypochlorite solutions to remove VOCs and H2S, all operating in series. The scrubbers will also
handle room air from the manure receiving building for odor control. The dried pellets will be stored in a
three-sided bunker,and sold as fertilizer
IV. INSPECTION SUMMARY: On 29 June 2017, I,Joshua Harris, DAQ FRO, arrived at NC Biogas,
LLC. Upon arrival,I found the gate to be chained and locked,and there was no apparent activity
indicating that construction had begun at the facility. I contacted Anwar Shareef,Managing Member, and
Authorized Contact,to inquire as to the status of construction. Mr. Shareef responded on 03 July 2017,
stating that construction has not begun and he has been in the process of securing other permits required
for the facility. He stated that the goal is to commence construction by the end of this year, and to begin
commercial operation sometime in Q3 2018.

limits. Therefore,the facility is not required to maintain a written Risk Management Plan(RMP).
