DIRECTIONS TO SITE: From FRO,take US Hwy 401 South through Raeford and Wagram. Just past Wagram,turn right onto Old Wire Road(NC 144). Follow Old Wire Road across US 15/501 and through Laurel Hill to US 74. Turn right onto US 74. Follow US 74 35 miles to Wadesboro,then turn right onto N.Greene St/NC Hwy 109. Drive 0.75 miles,then turn left onto Airport Road. Drive 0.6 miles. The facility is on the left side of the road. 2. SAFETY CONSIDERATIONS: The usual FRO safety gear is required, including hard hat,safety shoes,safety glasses, and hearing protection. At the date of this inspection,the facility had not yet commenced construction. 3. FACILITY DESCRIPTION: The proposed facility is a large vegetable greenhouse operation. Five wood-fired boilers will operate to supply steam to five steam turbine-driven electrical generators. Electricity will be sold to the local electrical grid,and the exhaust steam from the turbines will be used to supply heat to the greenhouse operations. In addition,an electrical solar panel farm will also supply electricity for the facility. The facility will operate three diesel-fired emergency generators,and will operate a biomass processing facility with transfer station,storage pile,and hammermill operation. 4. FACILITY INSPECTION SUMMARY: On 03/23/17,I spoke with Ms. Ratnalee Patel,Energy Specialist to obtain an update on the status of the facility. Ms.Patel stated that the company has not yet broken ground for the construction of the facility. She stated that there are no firm plans on when the company expects to begin construction of the facility. The company has plans to submit a permit modification application to allow the use of Tire-Derived Fuel(TDF)in the boilers. This application has not yet been submitted to DAQ,but a Non-Hazardous Secondary Material applicability determination has been completed for Anson Renewable Fuels,who will be the supplier of the TDF for GGP. 5. CONCLUSIONS/RECOMMENDATIONS: The facility APPEARS IN COMPLIANCE. The facility has not yet commenced construction
