Dear Ms. Smith:
The protocol submittal form(PSF) submitted by GEL Engineering, LLC (GEL)has been reviewed by the
N.C. Division of Air Quality(DAQ). The proposed EPA Methods 7E, 10, and 25A emissions testing for
generator ES-G1 is acceptable.
ES-G1 is a landfill gas-fired engine/generator set with an engine rated at 1966 horsepower(hp)or 17
million Btu per hour(mmBtu/hr)and a generator rated at 1466 kilowatt(kW)output capacity. There are
no control devices associated with the generator.
40 CFR 63 Subpart ZZZZ National Emission Standards for Hazardous Air Pollutants for Reciprocating
Internal Combustion Engines(RICE)requires that the facility comply with emission limits as stated in 40
CFR 60 Subpart JJJJ Standards ofPerformancefor Stationary Spark Ignition Internal Combustion
Engines. Permit section 2.1.13.5. also specifies that North Carolina General Statute GS 62-133.8(g)—SB3
BACT limits apply. SB3 BACT defers to Subpart JJJJ for emission limits. Subpart JJJJ and permit
section 2.1.B.3.b. specifies the following emission limits:
• CO: 5.0 g/hp-hour or 610 ppmvd at 15%02
• NO.: 2.0 g/hp-hour or 150 ppmvd at 15%02
• VOCS: 1.0 b/hp-hour or 80 ppmvd at 15%02
GEL proposed EPA Method 10 for CO, Method 7E for NO, and Method 25A for VOCs. EPA Method
25A will be used with a methane cutter. The proposed methods are acceptable for testing.

Approval of the proposed methods does not exempt the tester, in anyway, from the minimum
requirements of the applicable test methods. Any deviations from the applicable methodologies remains
