Dear Mr. Kraszeski:
The Division of Air Quality(DAQ)conducted a compliance inspection at your facility on January
23, 2017. The required tune ups for ES-Boiler 2 and ES-Boiler 3 have not been done.
Air Permit Number 03453R23, Specific Condition and Limitation 16 (b) (ii) (A) states in part
that; Periodic tune-ups: A biennial tune-up is required and shall be conducted no more than
25 months after the previous tune-up.
This Notice of Violation is issued for not conducting the required tune ups within 25 calendar
months. Tune ups for ES-Boiler 2 and ES-Boiler 3 were conducted on March 17th and March
18th, 2014 (respectively).
Atlantic Veneer shall complete the required tune ups for ES-Boiler 2 and ES-Boiler 3 within 45
days following receipt of this notice of violation and submit the tune up report to this office.
1. As applicable, inspect the burner, and clean or replace any components of the burner as
necessary. The Permittee may delay the burner inspection until the next scheduled unit
shutdown, but must inspect each burner at least once every 36 months (72 months for 5-year
tune-ups).

2. Inspect the flame pattern, as applicable, and adjust the burner as necessary to optimize the
flame pattern. The adjustment should be consistent with the manufacturer's specifications, if
available.
3. Inspect the system controlling the air-to fuel ratio, as applicable, and ensure that it.is
correctly calibrated and functioning properly. The Permittee may delay the air to fuel ratio
inspection until the next scheduled unit shutdown, but must conduct the inspection at least
once every 36 months (72 months for 5-year tune-ups).
4. Optimize total emissions of carbon monoxide. This optimization should be consistent with the
manufacturer's specifications, if available, and with any nitrogen oxide requirement to which
the unit is subject.
5. Measure the concentrations in the effluent stream of carbon monoxide in parts per million,
by volume, and oxygen in volume.percent, before and after the adjustments are made
(measurements may be either on a dry or wet basis, as long as it is the same basis before and
after the adjustments are made). Measurements may be taken with a portable CO analyzer.
Concerning the option to be limited-use boilers and required to conduct a tune-up every five
years: Limited-use boiler means any boiler that burns any amount of solid or liquid fuels and has
a federally enforceable average annual capacity factor of no more than 10 percent.
Annual capacity factor means the ratio between the actual heat input to a boiler or process heater
from the fuels burned during a calendar year and the potential heat input to the boiler or process
heater had it been operated for 8,760 hours during a year at the maximum steady state design
heat input capacity.
A permit modification (400 dollars)would be required to add boiler federally enforceable limits
to your air permit. You should determine if your process could meet the above restrictions before
pursuing a permit modification.
