Introduction/Discussion
On January 19,2017,Paul Williams,Environmental Specialist,contacted Mr.Rick Allmond,Facility Maintenance
Supervisor,for Kingsdown,Inc. in order to perform an unannounced targeted compliance inspection. The facility was
previously inspected on May 27,2015 by Stephen Helms, former Environmental Specialist, and was found to be operating
in compliance with all Air Quality standards and regulations at that time. The facility is permitted as a mattress
manufacturer. Mr.Allmond confirmed all IBEAM contacts as accurate.
It should be noted that that a letter, signed by Mr.4bdul Majid, Vice-President of Manufacturing, was received by DAQ
WSRO on November 28, 2016 asking for a cancellation of4ir Permit#05935R09. This cancellation request was sent due
to the manufacturing operations, at this facility, being permanently halted.
During the initial interview,Mr.Allmond stated that all manufacturing operations ceased in April of 2016. He also stated
that all of the permitted equipment remains onsite,but that the company is in the process of trying to find a buyer and that
after the equipment is removed the company plans to demolish the building. Mr.Allmond then escorted this inspector
into the production area. Upon entering it was clear that all of the manufacturing had ceased,though the permitted
equipment(ES-1,ES-2,ES-3 and IS-2)was still in place.
Safety Equipment
Safety shoes,hearing and eye protection are required within production areas.
Applicable Regulations
According to permit Condition A.1,the facility is subject to the following regulations: Title 15A North Carolina
Administrative Code(NCAC), Subchapter 2D .0202,2D .0515,2D .0516,2D .0521,2D .0535,2D .0540,213 .0611 and
2D .1806. The facility is not subject to the RMP requirements of the 112(r)program since it does not use or store any of
the regulated chemicals in quantities above the threshold in the rule. The facility is only subject to the General Duty
clause of the Section 112(r)program.

This facility complies with all applicable Air Quality standards and regulations since it has ceased all manufacturing
operations.
