HOLMAN Director April 28, 2016 Ms.Kristy Smith, Bioreactor Project Manager Buncombe County Solid Waste Department 81 Panther Branch Rd Alexander,NC 28701-9716 Subject: Buncombe County Landfill II,Alexander, Buncombe County,North Carolina Facility 1D 11/00542; Air Permit No. 10398T00 Protocol for Emissions Testing of Landfill Gas-fired Engine/Generator Set ES-G1 Proposed Test Date: May 19, 2016; to be Performed by GEL Engineering(GEL) DAQ Tracking No.2016-088st Dear Ms. Smith: The North Carolina Division of Air Quality(DAQ)has reviewed the subject protocol submittal form for the emissions testing of ES-G1. The proposed testing is acceptable to demonstrate compliance with the emission standards. The table lists the pollutants,test methods, and applicable emissions limits. The source to be tested is a GE/Jenbacher Model 420 lean burn landfill gas-fired engine(1,966 horsepower, 17 mmBtu/hr heat input)powering a 1,466 kW output capacity electricity generator. This engine is a replacement for an identical engine and this test will serve as the initial performance test for this engine. The source is subject to 40 CFR 63 Subpart ZZZZ National Emission Standards for Hazardous Air Pollutants for Reciprocating Internal Combustion Engines(RICE)which requires that the facility comply with 40 CFR 60 Subpart JJJJ Standards of Performance for Stationary Spark Ignition Internal Combustion Engines. Permit Condition 2.1.B.5.a establishes State BACT,as defined in North Carolina General Statute 62-133.8.(g) Renewable Energy and Energy Efficiency Portfolio Standard(REPS). Emission limits for CO and NO,,, resulting from biomass combustion are listed in permit condition 2.1.B.5.a. Note that VOC means non-methane organic compounds (NMOC) as defined in 40 CFR 51.100(s). Buncombe County Landfill II shall report VOC concentration measured as propane in ppmvd corrected to 15% 02. Approval of this protocol does not exempt the tester or the Buncombe County Landfill from the minimum requirements of the sampling methods and applicable regulations. Any deviations must be documented in the test report and remain subject to DAQ approval. The permitted operating rate is 1,426kW or 1,966 hp. The maximum normal operating rate is 1,350 kW. The proposed operating rate for testing is at or above 1,350 kW. The proposed rate meets the 60 Subpart JJJJ requirement to perform testing within 10%of peak load(or maximum achievable load). The report must include the test period process rate and associated monitoring parameters (i.e. engine speed,power output levels, fuel flow, fuel pressure, air intake data and operating temperatures).
