DIRECTIONS TO SITE: From FRO,take Hwy 87 South about 20 miles. Turn left onto Business Hwy 87 W(Broad Street)toward Elizabethtown. Travel for about 1.5 miles. The facility is located on the Ieft, behind Peanut Processors,Inc. II. SAFETY: Standard FRO safety gear. III. FACILITY DESCRIPTION: North Carolina Renewable Power—Elizabethtown, LLC is the current name of a facility that has a long list of previous oveners, with the current owners purchasing the facility in August 2014,and receiving their permit on I I February 2015.Previously known as Elizabethtown Energy,LLC,the facility is an old coal burning power plant,which houses two boilers and is permitted to combust myriad fuels. The facility will likely undergo modification similar to that performed at its sister plant in Lumberton, Robeson County(Facility ID 7800166),to allow the boilers to burn primarily non-CISWI wood fuel, with some percentage of poultry litter to produce steam for energy production, The facility is checked approximately weekly by Kevin Mixon of NRG Energy,Inc.,Plant Manager at NCRP—Lumberton. NRG will be operating the plant in the fiiture once the new owners decide to proceed with boiler modifications. IV. INSPECTION SUMMARY: On 06 January 2016,Heather Carter, DAQ FRO, arrived at North Carolina Renewable Power—Elizabethtown, LLC in Elizabethtown,Bladen County.Upon arrival,she found the gate to be chained and locked, and there was no apparent activity at the facility. CONCLUSION AND RECOMMENDATIONS- North Carolina Renewable Power—Elizabethtown,LLC appeared to be IN COMPLIANCE with their air quality permit at the time of the inspection. - Recommend conducting regular compliance inspections,and maintaining contact with the facility operators to determine a start-up date for the facility.
