Dear Mr. Groves,
The Division of Air Quality(DAQ) has reviewed the subject report submitted by The Capital
Power Corporation in a letter dated June 22,2015. The reports were submitted for the
Continuous Emission Monitoring System(CEMS) on Unit 1 and Unit 2, each consisting of three
Boilers with the common stack.
The purpose of the report was to request a certification of the following NOx, and CO2 CEMS
operating on Unit 1 and Unit 2.

The certification report included a relative accuracy test audit(RATA) conducted on May 21 and
22, 2015 and the 7-day drift test performed from May 28, 2015 through June 3, 2015. Since the
NOx, and CO2 CEMS appear to have met the requirements of 40 CFR 60, Appendix B,
Performance Specification(PS) 2, and 3 respectively, the NOx CEMS on Unit 1 and Unit 2 are
certified effectively June 3, 2015.
The reports also indicated that the relative accuracy values for the SO2, CO CEMS and flow
monitor on Unit 1 and Unit 2 are within the specifications given in 40 CFR 60 Appendix F, and
therefore the test(RATA)results are acceptable.

The next annual RATA for the CEMS and flow monitor on Unit 1 and Unit 2 should be
conducted by June 30, 2016.
