H. DIRECTIONS TO SITE: Take Hwy 87 South toward Elizabethtown. Elizabethtown Power,LLC is on the left side of the road, approximately 1 mile prior to entering Elizabethtown on 87-Business. III. SAFETY: Standard FRO safety gear. IV. FACILITY DESCRIPTION: North Carolina Renewable Power—Elizabethtown, LLC is the current name of a facility that has a long list of previous owners,with the current owners purchasing the facility in August 2014,and receiving their permit on 11 February 2015.Previously known as Elizabethtown Energy,LLC,the facility is an old coal burning power plant,which houses two boilers and is permitted for a myriad of fuels.The facility, along with its sister facility in Lumberton(7800166),is currently undergoing modification to allow the boilers to burn primarily wood fuel,with some percentage of poultry litter to produce steam for energy production. V. INSPECTION SUMMARY: On 17 March 2015,I,Joshua Harris, along with Robert Hayden,of the Fayetteville Regional Office arrived at North Carolina Renewable Power—Elizabethtown,LLC in Elizabethtown,Bladen County.Upon arrival,we found the gate to be chained and locked,and there was no apparent activity at the facility. Earlier in the day,we met with Mr.Randy Coates,and Mr. Charles Gress,both of NRG Energy Services.Mr. Coates has been listed as the facility contact in the past as the Plant Manager,and is a contracted operator for the plant.Mr.Gress,a Business Development Manager from the Houston,TX office, is on-site temporarily at the Lumberton plant to help get the plant up and running.The modifications to the Lumberton facility are being made using parts scavenged from the Elizabethtown plant. Once the Lumberton plant is operational,the Elizabethtown plant will be modified using new replacement parts. We were invited to visit the Elizabethtown plant,but were informed that it was not manned. The conversation with Mr. Coates and Mr. Gress echoed a conversation had on 13 Mar 2015 with Mr. Steve Ingle, an engineer with Green Fuels Energy of Birmingham,AL. I,along with Steven Vozzo,RAQS FRO,spoke with Mr. Ingle with regard to plans for the two facilities,and also to inquire about the absence of an ACC report. The ACC was determined to be the responsibility of previous owner,who is in the process of getting the report submitted to FRO and the EPA.During the conversation,Mr.Ingle expressed the desire to be informed in advance of future inspections,as he would like to be present.Mr. Ingle also informed us that there will likely be a permit modification submitted sometime in late March or early April that is intended to update the permit with the plant's future operating conditions. VI. PERMITTED EMISSION SOURCES: *No sources were observed to be operating,nor have any sources operated at the facility since 2009. IX. RISK MANAGEMENT(112r):This facility does not use or store any 112(r)subject materials above threshold limits. X. CONCLUSION AND RECOMMENDATIONS: - North Carolina Renewable Power—Elizabethtown, LLC appeared to be in compliance with their air quality permit at the time of the inspection. - Recommend conducting regular compliance inspections,and maintaining contact with the facility operators to determine a start-up date for the facility.
