Dear Mr. Baker:
The Division of Air Quality (DAQ) has reviewed the subject reports submitted
by Cogentrix of North Carolina, Inc. for Units No. 1 and No. 2.
The data in the EER indicate that the NOX excess emissions and Continuous
Emission Monitor(CEM) downtime was within acceptable limits for the 4th quarter of
1999. The opacity excess emissions and Continuous Opacity Monitor(COM)downtime
for Units No. 1 and No. 2 were also within acceptable limits for the quarter.
The CGA and CD results indicate that the accuracy and calibration drift values
respectively of your NOJO2 CEM systems are within the specifications given in 40 CFR
60 Appendix F, and therefore indicate compliance.
